Moving Forward BESRA's Collaborative Action. Officials of the Philippine Department of Education (DepED) involved in propagating policy reforms in basic education, met in a workshop from 13-14 August 2008 at SEAMEO INNOTECH to agree on their next steps to ensure effective implementation of the Basic Education Sector Reform Agenda (BESRA). The said officials, through their assigned TWGs, also shared and talked about “successes and achievements” in the past months.

SEAMEO INNOTECH has taken the initiative to adopt two schools—one elementary and one high school, near its area in Diliman, Quezon City, as part of its commitment to help improve access to and quality of education. The Culiat Elementary School and the Culiat High School are the recent beneficiaries of INNOTECH’s corporate social responsibility (CSR) program, officially sealed through an MOU signing done on 11 August 2008. The MOU signing took place among Center Director Dr. Erlinda C. Pefianco, DepED Schools Division of Quezon City Superintendent Dr. Victoria Q. Fuentes, Culiat Elementary School principal Mrs. Virginia D. Calosing, and Culiat High School principal Dr. Alejandro S. Referente. Key officials of the Center were around during the MOU signing to express their commitments to the CSR program.

Workshop participants confer with INNOTECH Training Associate Specialist Ana Liza Serrana for the refinement of their case studies.Toolkit to Promote Values-Based Water and Sanitation Education in SEA Schools. Nominated representatives from SEAMEO Member countries gathered for the final time in a workshop to come up with a toolkit for the promotion of human values-based water, sanitation and hygiene education (HVWSHE) in Southeast Asian schools. The toolkit would highlight outcomes and opportunities, innovations, learnings and insights gained in the implementation of the HVWSHE project. SEAMEO INNOTECH organized the said event from 30 July to 01 August 2008.

Nepalese NCED OfficialsCollaboration with Nepal Ministry of Education. Officials of the National Center for Education Development of the Ministry of Education and Sports of Nepal, led by its Executive Director Dr. Ram Sinha, met with SEAMEO INNOTECH officers on June 30, 2008 to discuss other possible joint undertakings in capability upgrading of Nepal's education human resources.

Language of Learning ForumLanguage of Learning Forum. With renewed concern about problems caused by the use of second languages in the early years of a child's education, the Center led a multi-sectoral forum to discuss legislative and implementation strategies that could hopefully bring about much needed improvements in the learning achievement of Filipino learners. Experts from the academe, House of Representatives, non-government sector, and the Department of Education joined the roundtable discussion held last June 27, 2008.

APEX demo classAPEX Teachers Pass Certification.  Thirteen teachers who joined the Technical Skills Enhancement Program (TSEP) on Food and Beverage Services last May 2008, a course jointly conducted by SEAMEO INNOTECH and the Banilad Center for Professional Development in Cebu Province, passed the TESDA National Certification Level II Assessment for Food and Beverage Services. The 13 teachers handle Technology and Livelihood Education subjects in five schools in Cebu that implement Project APEX (Applied Academics for Excellence). The TSEP was developed based on consultations with Cebu business and industry groups on the entry-level skills needed by high school students seeking jobs in Cebu Province.

In its last annual meeting, the SEAMEO INNOTECH Governing Board identified school-based development planning as a priority competency that school leaders in the region need to master. The board members expressed the sentiment that for school effectiveness to be achieved, school heads would need to be able to review the school’s vision and mission, prioritize needs, identify strategic programs to meet these needs, develop the corresponding plan of action as well as a monitoring and evaluation plan, mobilize resources and manage implementation of school development programs. The 2008 SEAMEO Educational Development Fund course offering of SEAMEO INNOTECH addresses this concern through the two-week course on “Excellence in School-Based Program and Project Planning,” held from 25 June to 8 July 2008.

Nepal groupProgram for Nepalese Science Master Trainers. The National Center for Educational Development (NCED) of the Ministry of Education and Sports of Nepal has formed a core group of master trainers that would be responsible for improving the quality of science education in their country through facilitation and management of training programs for science teachers. The core team of master trainers, composed of officials from various teacher education institutions under NCED-MoES, underwent intensive month-long capacity building program at SEAMEO INNOTECH. The special four-week course, which ran from 26 May to 21 June 2008, yielded a trainers' training design on enhancing the teaching-learning competencies of Science teachers in Nepal.

Korea Study VisitKorea Study Visit on EIU. The Department of Education Regional Office X headed by Dr. Estrella Babano carried out a study visit program in Korea last 11-17 May 2008 focused on strengthening the promotion of a culture of peace in their school communities. The delegation looked into programs being implemented in South Korea which integrate EIU concepts in the classroom and nurture schools of peace. Region X’s efforts in peace building in schools have enjoyed the support of its local government. The visit was facilitated by SEAMEO INNOTECH in partnership with the UNESCO Asia Pacific Center of Education for International Understanding.


School Administrators to Draft Plan for Developing Culture of Peace. Selected school heads from the Philippine Department of Education in Region 10 are expected to come up with draft action plans on developing a culture of peace and respect for multicultural diversity in a workshop to be conducted by SEAMEO INNOTECH from 26 to 31 May 2008. The school heads will craft their individual action plans to help propagate peace programs with the involvement of community stakeholders. The training workshop is Phase 1 of the Program on Developing a School-Community of Peace that hopes not only to enhance understanding and appreciation of peace education, but also to develop concrete action steps on how to engage the community in initiating and sustaining peace building programs and activities.

Globe Telecoms grants INNOTECH a plaque of recognition for its contribution in the Globe BridgeCom Program.Globe Pays Tribute to BridgeCom Partners. Globe Telecoms paid tribute to its corporate partners in the Bridging Communities Program, aptly known as Globe BridgeCom, through a night of celebration held at the Ayala Museum in Makati City on 29 April 2008. SEAMEO INNOTECH, as one of its esteemed partners, received a plaque of recognition for its contribution in "transforming and enriching the lives of Filipinos through sustainable corporate social responsibility programs." Globe BridgeCom focuses on advocacies in education, entrepreneurship, environment, youth development, volunteerism and community involvement.

Training on Contextual Teaching and Learning. A number of subject coordinators from Semirara Island in Antique Province are currently undergoing a two-week training on contextual teaching and learning (CTL) at the Center. The training is seen vital in the effective use of "applied academics" in teaching Science, Math, English and Technology and Livelihood Education subjects in secondary education. CTL is an innovative approach propagated under SEAMEO INNOTECH's Project APEX (Applied Academics for Excellence) that aims to connect students' learning to the development of the community. The said training is being held from 28 April to 14 May 2008 and sponsored by Semirara Mining Corporation.

Project q-Learn (School-Based Quality Cells). The Project is a strategic intervention towards institutionalization as well as standardization of the planning and implementation of field-based and school-bound initiatives in continuing teacher training and professional development.

School-Community Partnerships in Southeast Asia. With the growing realization that the problems faced by the education sector are simply too large and too complex to be taken single-handedly by the Ministry or Department of Education, SEAMEO embarks on a crusade to promote school-community partnerships in the region. INNOTECH does its part by hosting the regional forum on School-Community for Educational Quality Improvement.
