Upcoming Southeast Asian Educators Gathering. Southeast Asian education ministers will converge once more for the 45th SEAMEO Council Conference and the 5th ASEAN Education Ministers Meeting on January 26-29 at the Shangri-La Hotel in Cebu. The back-to-back events will be hosted by the Philippines Department of Education. High on the agenda of the education officials are issues concerning climate change and its possible integration into the school curriculum, the harmonization of higher education in Southeast Asia, the promotion of mother tongue-based education, the mutual recognition of vocational education curriculum, and collaborative projects to reach the unreached and to attain the goals of Education for All by 2015, among others. SEAMEO Council President Gets a Briefing on INNOTECH Projects.

HE Mr. Jurin Laksanawisit, the new SEAMEO Council (SEAMEC) President, and also the Minister of Education of Thailand, paid INNOTECH a visit on December 20 to get acquainted with the Center's current programs and initiatives. He was accompanied by Philippines Education Secretary and SEAMEC Vice President Datu Jesli Lapus. His Excellency's visit, likewise, marked the start of the countdown towards INNOTECH's 40th Founding Anniversary in January 2010.


INNOTECH Offers its First Full Online Course. SEAMEO INNOTECH's first fully online flexible learning program for Southeast Asian school heads formally opened with a virtual orientation session early this month. Mr. Pierangelo Alejo, head of the Center's Flexible Learning Solutions Unit, and Dr. Lilibeth Taa, project manager of the SEAMEO INNOTECH Regional Education Program (SIREP) both facilitated the said session involving flexible learners from Cambodia, Lao PDR, Malaysia, the Philippines and Thailand. Experts Design a Continuing Professional Development Program for SEA Teachers. The Center has invited a group of experts in instructional design from SEAMEO-member countries to a series of workshops that will determine the course structure and content of a competency-based flexible learning program for Southeast Asian teachers. The said experts will look first into the set of teacher competencies to be prioritized from among those listed in the Competency Framework for Southeast Asian Teachers in the 21st Century. Next, they will decide on the structure and content of the learning courses to be included; and finally, enumerate possible learning modules and resources needed. Right after this workshop, the same group of experts will work on the development of learning materials that will support the flexible learning courses they have decided on. The series of workshops are being held from 7 to 12 December 2009 under the SEAMEO INNOTECH LEARNTECH II Regional Education Program (SIREP).


Indonesian Education Officials Visit INNOTECH. A select group of officials of the Science Education Development and Empowerment Centre (SEDEC) under the Ministry of National Education of Indonesia took part in a three-day study visit program facilitated by the Center late in November this year. Among their activities was a visit to and interaction with officials of the University of the Philippines – National Institute for Science and Mathematics Education Development, or, UP-NISMED. This afforded the visiting officials with inputs on good practices and strategies that can be adopted to help improve the quality of Science teacher training and development in their country. In addition to the visit at UP-NISMED, the group also visited a primary school were they had a chance to interact with the teachers and school officials, as well as observe a text2teach class.

Officials of the SEAMEO Regional Centre for Quality Improvement of Teachers and Education Personnel (QITEP) in Language in Indonesia visited INNOTECH on November 4, 2009 to gain insights on how to successfully manage their newly established center. INNOTECH Director Dr. Erlinda C. Pefianco led key Center staff in welcoming the guests and in sharing valuable information, specifically best practices and lessons learned in practically all aspects of centre operations, including programmatic, business planning, partnerships, people development, administrative, and financial concerns.  Similarly, the Indonesian officials also learned some tips in getting a centerwide ISO accreditation.

Usec Ramon Bacani (center) speaks during the SEAMEO INNOTECH 2nd Policy Research Forum. A Review of Basic Learning Needs Providers. Officials of the Philippine Department of Education, along with other stakeholders, gathered together in a policy research forum to discuss the survey results of a study on non-school based basic learning needs (BLNs) providers in the country. The said officials, led by Undersecretary Ramon C. Bacani, had a look at the general profile of BLNs providers, their programs, and organizational resources, including the policy recommendations and action roadmap that would push the EFA initiatives forward. SEAMEO INNOTECH facilitated the said policy research forum, dubbed "Meeting the Basic Learning Needs: Status, Patterns and Issues" on October 30, 2009.

Philippine Education Officials Benchmark on Madrasah Education in SEA Countries. The Philippine Department of Education (DepED), through the Office of the Undersecretary for Muslim Affairs Usec. Manaros Boransing, has been conducting a series of benchmarking activities in several countries in Southeast Asia since May 2009. The objective of the program is to compare best practices, approaches, and innovations in the delivery of Madrasah education. Only recently, two batches of DepED officials completed the weeklong study visit program (1) to Brunei Darussalam and Indonesia for DepED Region 1 and Cordillera Administrative Region (CAR), and (2) to Singapore and Malaysia for DepED Region 7. Next in line to conduct benchmarking visits are officials from Regions 3 and 4-A. SEAMEO INNOTECH is coordinating this study visit program for DepED.
