The Center also develops and implements long-term capacity building programs. At present, the Center is doing the Project APEX, or the Applied Academics for Excellence which is being implemented in the provinces of Laguna, Leyte, and Cebu.

Project APEX seeks to address the country's human resource requirements for a productive economy. Broadly, Project APEX is meant to contribute to a continuous supply of academically and technically prepared workforce and skilled entrepreneurs that would support agriculture, business and industry sectors of the country.
