REVIEW OF INNOTECH LEARNING MATERIALS

Almost all of the learning materials previously developed by SEAMEO INNOTECH under Project TAO LEADS and Project LEAD will be revised for the pilot run of flexible-mode courses under the Center’s LearnTech Action Research Project. This decision was taken when SEAMEO INNOTECH gathered a group of selected education specialists who pored over INNOTECH’s teacher training materials during a workshop conducted from 25 to 29 August 2003.

Using the newly developed Competency Framework for Southeast Asian School Heads as guideline, the workshop participants identified gaps in the coverage of desired competencies, and recommended either the drafting of new modules or modifying the content and instructional design of the learning materials.

Among the learning materials evaluated during the weeklong workshop were 44 print learning modules and seven video supplements developed under Project LEAD (Learning for Effective Administration Development), and one training manual with three video supplements under Project TAO LEADS (Teachers Assistance for Optimum Well-Being - Leadership in the Effective Administration of Schools).

Before the workshop, the reviewers were given sufficient information about the Competency Framework for Southeast Asian School Heads. Concepts were thoroughly explained before and during the workshop to keep them on track with the workshop’s objectives. Practice sessions on the review process of learning materials were carried out to effectively prepare them for the task.

The reviewers were carefully chosen from among the many school-based educational management specialists and practitioners in the country. Many of them were involved in the development of the Competency Framework for Southeast Asian School Heads, thus, their familiarity with the meaning and scope of specific competencies identified in the framework.

Following completion of this phase, the Centre’s Research and Evaluation Programme Team is now preparing for the next component of the LearnTech Action Research Project. This will involve the revision of existing learning packages and the development of additional materials to bridge the gap in the competencies identified under the Competency Framework for Southeast Asian School Heads.
