STRATEGIC
PLANNING FOR MALAYSIAN OFFICIALS
Malaysia
is aspiring to be Asia’s center of academic
excellence and the region’s multimedia hub.
It hopes to make education its top quality export
commodity, producing students who are at par with
those of the world’s best universities.
In line with this, the Ministry of Education is beefing
up its education programmes in pursuit of this vision.
Among other things, Malaysian education officers and
key staff are undergoing training on such areas as
curriculum development, textbook production, and management
of human resources, to name a few.
Recently, a batch of these education officers participated
in a two-week training course on strategic planning
and vision management conducted by SEAMEO INNOTECH.
The course was designed for key officers involved
in organizational planning and management, and for
those who wish to re-tool themselves to competently
meet the demands of their tasks. With knowledge and
skills gained through the training, the participants
are expected to carry out future-oriented planning
and effective programme management.
During the two-week training, the participants were
challenged to engage in paradigm shifts and break
barriers to creativity and innovativeness. They were
also exposed to techniques in creative visualization
to develop a clear and powerful vision of the future.
Similarly, to aid them in devising a strategic plan,
participants were familiarized with the steps and
processes in strategic planning. They were asked to
identify their organization’s core values and
beliefs, and to formulate critical success factors.
In addition, the participants were guided in conducting
a SWOT analysis of their organization, as well as
how to make use of its results, to achieve their vision.
At the end of the training, the participants came
up with a framework for a strategic plan, including
a tactical plan to improve an identified aspect of
their respective organization and institution.
