WATER EDUCATION
THE
REGIONAL CONSULTATIONS ON Values-Based Water Education
(VBWE) was conducted from November 29 to December
2, 2003 under the Water for Asian Cities Programme,
a collaborative initiative of UN-Habitat and ADB.
The seminar was organized by UN Habitat in cooperation
with the Southeast Asian Ministers of Education Organization
(SEAMEO) and hosted by the Department of Education,
Philippines. Countries from the Asia Pacific Region,
including the 10 SEAMEO member countries, were represented
in the consultations.
The programme included (1) plenary sessions on the
sharing of experiences and best practices in values-based
water education in Asia and other regions, as well
innovative investment programmes for water and sanitation
in schools; and (2) group work for the development
of a regional strategy and action plan for introducing
values-based water education and related school water
and sanitation investment programmes.
The Philippines, chosen to be the pilot site in Southeast
Asia, presented the Water for Philippine Public Schools
Programme which intends to develop teaching-learning
and training materials on VBWE, integrate them in
the existing basic education curriculum, and train
teacher trainers on their use.
A SEAMEO declaration expressing support of the values-based
water education programme was drafted. It will be
presented for ratification at the forthcoming High
Officials Meeting in Bangkok in December 2003 and
at the SEAMEO Conference in Brunei in March 2004.
