Officials Define New Roles Under Decentralized
System
In a bid to increase efficiency through
a decentralized system of education management, key
officials of the Department of Education gathered
in a two-day strategy mapping workshop to draft a
matrix of responsibilities and functions based on
RA 9155, otherwise known as the Governance of Basic
Education Act of 2001.
The said officials of the Department of Education
came up with a matrix on their new roles and responsibilities,
guided by the articles stipulated under RA 9155.
Based on these responsibilities, they have identified
also the competencies needed to perform well in their
functions as “apostles of decentralization.”
SEAMEO INNOTECH Center Director, Dr. Erlinda C.
Pefianco, who had taken the lead in facilitating
the crucial task of identifying the educators’ new
functions, coined the term “apostles of decentralization”.
This was with reference to the task of the workshop
participants to propagate the adoption of a decentralized
system of education management.
The mapping session is an initial
undertaking of the Secondary Education Development
and Improvement Project (SEDIP) through the Decentralized
Management Development Program (DMDP).
The outputs of the workshop, which is a DMDP Strategy
Map, would be presented to the Secretary of the Department
of Education after a process of refinement and validation.
A follow-up activity is scheduled to take place late
this month.
