The INNOTECH Journal is published semi-annually by the Southeast Asian Ministers of Education Organization (SEAMEO) Regional Center for Educational Innovation and Technology (INNOTECH), Commonwealth Avenue, Diliman, Quezon City, Metro Manila, Philippines.

The views and opinions expressed by the authors do not necessarily reflect those of the INNOTECH Journal staff nor of the SEAMEO Regional INNOTECH Center.

Editorial inquiries should be submitted to the Editor. Unsolicited manuscripts, photographs, and artwork will be returned only if they are accompanied by a self-addressed envelope (31 cm x 25.5 cm) and sufficient return postage. Manuscripts should preferably be typed in double space (a maximum of 50 pages US letter size paper) and should include a title page stating title of article, full name of author(s), identification (position and institutional affiliation), complete mailing address and a recent passport size photograph of the author(s).

No honorarium is provided to authors. Instead, they are entitled to a complimentary copy of the issue where the article is published, and they are included in the regular mailing list of the INNOTECH Newsletter.

This issue of the INNOTECH Journal focuses on alternatives to traditional approaches, whether these be in the realm of concept or concrete programs.

"Education, Learning and Development," outlines the conceptual changes that have occured in regard to the development process, and discusses current thinking about learning and development.

"Alternative Resources for Grassroots Development" elaborates on an analytical framework to guide the search for alternative development strategies in Latin America.

"Strategic Considerations for Promoting Micro-Enterprises in Developing Countries: A Role for Higher Education Institutions" describes how the potential importance of the informal sector of the economy has led to major changes in direction for development oriented higher education institutions.

"Preparing School Leaders for Collaborative Management: A New Approach to Human Resource Development" suggests that international agencies must devote more energy to establishing new forms of cooperation and aid which will assist developing countries to resolve their development problems.

"Researchers from the Village: An Indonesian Non-Government Rural Action and Community Development Training Program" shows how grassroots social change can be generated by recruiting and trainign action researchers from local villages to work within their communities.

'Non-Graded Mobile Tent School: A Pilot Case Study for Selected Ethnic Communities in the Philippines" is an illustration of hw a school can respond to the mobile nature of ethnic tribes: by providing access to education through mobile tents.
