Contained
in this issue is a summary of the issues and strategies
discussed during the 1995 Asia and the Pacific
Seminar on Educational Technology. It includes
a list of exemplar software available in the countries
which participated in the seminar. Following the
summary are three papers presented during the
seminar, one presenting problems and issues on
educational software development in Australia
and two others presented by delegates from SEAMEO
INNOTECH and SEAMEO RECSAM.
The
Asia and the Pacific Seminar on Educational Technology
1995 was held from October 3-11, 1995 at
Tokyo Gakugei University on the basis of the guidelines
for the Fifth Programming Cycle of APEID Activities
(1992-1996), the conclusions of the Tokyo Seminar
'94 and other related activities in the region.
Objectives.
The theme of the Fifth Programming Cycle seminars
is "Towards Full Utilization of New Information
Technologies and Development of In-Service Teacher
Training Curriculum." The Tokyo Seminar
95, the fourth in the Cycle, aimed to (l) develop
a list of innovative software for adaptation;
(2) develop the institutional capacity of member
countries to utilize a variety of tested innovative
software including traditional culture-specific
technologies for quality learning; (3) propose
guidelines, development strategies and procedures
for regional adaptation and dissemination; and,
(4) achieve understanding of criteria for developing
and evaluating a range of software.
Expected
Outcomes. The expected outcomes of the
Tokyo Seminar '95 were (1) acquisition of procedure
skills such as language modification related to
international software adaptation so as to meet
regional and cultural needs of member countries;
(2) development of guidelines and criteria for
software development and evaluation using instructional
design strategies within the systems approach;
(3) development of a compiled list of various
exemplar software which have been evaluated and
tested by appropriate institutions; (4) planning
of international network for software dissemination
and correlation of a list of resource persons
in regional member countries and those listed
on a database; (5) an improvement of software
available in member countries; and, (6) improvement
in cost-effectiveness in producing quality software
by taking advantage of international expertise
available.
Organization.
The Seminar was organized by the Japan Council
of Educational Technology Centres (JCETC), one
of the APEID Associated Centres in Japan, under
the auspices of the Japanese National Commission
for UNESCO, in collaboration with the UNESCO Principal
Regional Office for Asia and the Pacific (UNESCOPROAP).
The following countries and institutions were
represented at the Seminar: Australia, China,
Indonesia, Japan, the Republic of Korea, Nepal,
New Zealand, Pakistan, the Philippines, Vietnam,
SEAMEO-INNOTECH and SEAMEO-RECSAM. |
