Abstract:           This year, Center for Informatics has already
                    initiated computerization of the data, initially
                    with 1985-1986 school year statistics on the IBM
                    System 36 which will eventually become accessible
                    by information users within and outside of the
                    Ministry. Although the chance of recovering of
                    the past data is doubtful at this moment, the
                    mechanism and management scheme for reserving
                    data has to be established and implemented.  
Objectives:         As mentioned earlier, the annual statistical data
                    entail an enormous latent potentiality for
                    generating valuable information to the education
                    system for policy-makers, planners and other
                    related personnel. Therefore improving the data
                    handlings of the Annual Statistical Data,
                    especially in the areas of data quality, for
                    example data validity, data availability and
                    accessibility, data timeliness and the
                    standardization of data definition, and
                    constructing an optimal data flow would make a
                    significant impact in improving information
                    utility in the Ministry. This is a preferred
                    starting point with visible and solid outcomes.  
Methodology:        1. Review the Anual Statistical Forms (Primary,
                    Secondary, Higher Education, Nonformal, Out of
                    School and Sports, and Culture) in review of
                    their data utility and relevancy; 2. Review the
                    associated data collection flows as appropriate;
                    and 3. Implement new data collection methods and
                    instruments.  
Background:         1. Every year, Center for Informatics, in
                    collaboration with the Director Generals'
                    offices, collects valuable education statistical
                    data in the five major sub-sectoral areas;
                    namely, primary education; secondary education;
                    higher education; nonformal education, youth and
                    sports; and cultural activities. 2. Usually these
                    data are annualy collected (cultural data are
                    biannually collected) using respective
                    questionnaires through local offices including
                    Kanwil, Kandep and Kancam offices. Depending
                    among the areas of data, the route of data flow
                    among the offices becomes slightly different. For
                    example, while the primary school data collection
                    goes through the Kecamatan Office, the secondary
                    school data collection goes through the Kanwil
                    and Kabupaten levels. 3. The entire data
                    collection excercise has been conducted in a
                    centralized manner and local offices have just
                    been conducts of the data flow. 4. The Annual
                    Statistics data are without doubt the most
                    important data accumulations for educational
                    information. They entail most of the basic data
                    required to analyse and assess the national
                    system of education in a broad spectrum. 5.
                    However, these annual statistical data have never
                    been fully exploited to their potential
                    usefulness, for several reasons. First of all the
                    data have seldom become available in a timely
                    manner. Secondly, in certain of the data areas,
                    the return or response rate is so poor that the
                    data collected are not able to represent the data
                    sources per se. Thirdly, because of ambiguous
                    definition or lack of standardization of data,
                    from time to time there is no consistency or
                    uniformity of data upon which the data are to be
                    analysed and transformed into information.
                    Fourthly, once the data are compiled to produce
                    the Annual Statistics, the valuable commodity is
                    not properly managed, or taken care of, and
                    therefore lost. Most of the data are not
                    available at the national level; and if
                    available, they are all kept in all different
                    media without much sense of structuring or any
                    associated management scheme. Reconstructing
                    historical data back ten years will requires much
                    work at the provincial and Kabupaten levels.
                    Fifthly, the data are used to produce a large
                    number of statistical reports. How and what is
                    the degree of usage of those reports in real
                    terms by information users, particularly by those
                    policy-makers and analysts, planners, and other
                    key administrators and educators.  
Expected Outcomes:  Data Collection Plan.  
Results to Date:    Data Collection Plan.  
Recommendations:    Annual Statistics will become more reliable and
                    more readily available to the Ministry's
                    information clientele on a timely basis.
