Background: The nature and complexity of the educational
problems prevailing in Malaysia, coupled with the
overiding necessity for redressing educational

These factors buttressed recent educational
thinking with regard to the desirability of

which teachers can turn for specialised and
expert assistance, and from which such assistance
can be obtained.
