Background: The nature and complexity of the educational
problems prevailing in Malaysia, coupled with the
                    overiding necessity for redressing educational
                    imbalances between advantaged and disadvantaged
communities and regions make it imperative that
new ways and means be found to improve the
quality of learning and instruction in schools.
                    These factors buttressed recent educational
thinking with regard to the desirability of
establishing a professional centre of sort to
which teachers can turn for specialised and
expert assistance, and from which such assistance
                    can be obtained.
