Objectives:         In order to play the role in the development of
                    an educational program the UPM requested
                    assistance through UNESCO's Participation
                    Program,1981-1983 for a short term project with
                    the following objectives: i) To study and make
                    recommendations in strengthening vocational
                    education programs at UPM in relation to the
                    development of Vocational Education in Malaysia.
                    ii)To suggest a proposal on the potential roles
                    and stretegies of vocational education as an
                    instrument of development. iii) To study the
                    feasibility of establishing a Centre fo
                    Vocational Education at UPM and to suggest how
                    the Centre can effectively serve vocational
                    education in Malaysia.  
Methodology:        In order to supply the consultant with the
                    necessary information a very comprehensive work
                    plan was initiated. The work program involved the
                    following four areas: i) Familiarization and
                    orientation with UPM. ii) Meetings with Key
                    Personnel iii) Visiting selected Vocational
                    Education Schools and Institutions iv) Forums.   
Background:         Malaysia is seriously concerned about the further
                    development of a total educational system with
                    Vocational and Technical Education as an integral
                    part. National leaders in governmant, industry
                    and education agree that vocational education
                    must be under constant study so that it will be
                    functional and relevant to national needs. The
                    need for technical trained manpower is greater
                    than ever before and the demand continues to
                    increase daily.  
Expected Outcomes:  From the writer's observations and impressions
                    the UPM has a very clearly defined mission and
                    that it has support of the people and the
                    governmant. The Vocational Education Faculty of
                    the UPM should play a leading role in the future
                    expansion and development of a comprehensive
                    Vocational Education System for Malaysia.
