Objectives:         a) Increase early childhood care and development
                    service coverage from 2.25 million in 1989 to
                    12.25 million by the year 2000;   b) Increase in
                    the number of parents provided with educational
                    services on proper child care from 1.5 M to 5 M
                    by the end of the decade;   c) Operationalize
                    ECCD services in 40,000 day care centers covering
                    95.   of the total number of barangays;   d)
                    Increase the number of public pre-school classes
                    from 322,740 in 1989 to 1.28 million by the year
                    2000;   e) Initiate summer pre-school classes and
                    increase these from 31 to 519 in SY 1999-2000.

Background:         Beneficiaries: 0-6 years-old children and their

                    resulting in malnutrition and underdeveloped
                    children; unprepared preschoolers for formal
                    education; inadequacies in emotional, social, and
                    intellectual development among 0-6 years-old
                    children.  
Expected Outcomes:  a) Approximately 12 M or 90.   of the total 0-6
                    year olds have benefitted from the home-based,
                    center-based, clinic-based, and school-based
                    pre-school classes.  b) Approximately 5 million
                    parents benefitted from the home-based and
                    center-based services.  c) Curriculum materials
                    appropriate to the child's socio-cultural milieu
                    have been developed and utilized.   d)
                    Supplementary feeding program, environmental
                    sanitation, health and medical services,
                    livelihood skills development, and literacy
                    classes conducted.
