Objectives:         The main objective of the first Sector Project
                    was to assist the Government in accelerating the
                    implementation of policy reforms and
                    institutional changes aimed at i) improving the
                    quality of education ii) improving the efficiency
                    of educational management, and iii) increasing
                    access to better education.  
Methodology:        Data were collected through mail-data-gathering
                    technique, and obtained from all District
                    Education Offices, and the Divisional Education
                    Offices (for Sabah and Sarawak ).  
Background:         This project is a follow-up to the first Primary
                    and Secondary Education Sector Project. It
                    constituted the second sector investment loan
                    within a ten-year program (1986-1995) to develop
                    and improve the primary and secondary education
                    subsector under the Fifth Malaysia Plan
                    (1986-1990).  
Results to Date:    An important task for the Sub-Committee on
                    Monitoring Quality of Education (MQE) is to
                    monitor individual programs as stipulated by the
                    World Bank. These programs were grouped under the
                    three principles objectives as stated. As for the
                    purposes of this report the status of the program
                    and/or action taken in October 1987 and June 1988
                    are discussed accordingly.
