Objectives: 1. To improve the capability of DECS technical
education sub-system in training tradespersons
and associated technicians to industry standards
for 12 trade areas and 7 technological fields;
2. Enable BTVE to provide direction, purpose and
control for the system of the BTVE; 3. Improve
the NCTESD's ability to train in-service
technology teachers in practical skills,
maintenance of equipment, learning resources
development, and management of learning; and
improve the RCTESD's ability to train in-service
technology teachers in pedagogy support of
technical training; Improve the
NCTESD's/RCTESD's ability to update
administrators in school management capability;
4. Improve the ability of 9 TEI/SATs to train
tradespersons and associated technicians to
industry standards; 5. Improve the ability of
DECS Regional Offices to support TVE teachers and
administrators.
Methodology: EDPITAF as the agency coordinating the management
of externally-funded projects will be the
executing agency. A Project Management Office
(PMO) for PATVEP will be organized for this
purpose and will be based at EDPITAF. The
EDPITAF Executive Director and the Director of
BTVE together with the Steering Comittee will
provide overall policy directions for the
project. The Australian team will closely
coordinate with the PMO.
Background: Faced with an economic slum over the past decade,
the Philippine government reassessed its
priorities and directed its goals in the Medium
Term Development Plan. High priority was
accorded by the first two goals, with emphasis on
rural based activity, labor intensive technology
and small and medium scale enterprises. In March
1986, the government of the Philippines formally
requested Australian bilateral assistance for the
improvement of technical and vocational education
subsector, which was identified as a critical
area for national development. In 1986 and 1987
feasibility studies were undertaken by the
Australian and Philippine governments detailing
the precise nature and scope of Australian
assistance.
Expected Outcomes: Upgraded practical skills training of the NCTESD
staff. Trained BTVE staff under curriculum
development, monitoring and evaluation facilities
design, and in equipment identification. Trained
a critical mass of the trade/technology teachers
at selected TEI/SATs in Australia for a one year
practical skills pedagogy course.
Results to Date: 1. The Project screened a total of 165 nominees
for the second class NMYC trade skills tests in
which 56 percent passed the screening
examinations. 2. A National Fellowship
Screening Committee (NFSC) was created to take
charge in Australian institutional and national
fellowships. A total of 76 slots are available
for 1990. 3. Efforts has been started in
designing and equipping efficient
teaching/learning facilities, hence, preparation
of masterlist of equipment and general
specification writing is on-going.
