Title: Agricultural Technology Education Project.

Task Force (EDPITAF).
Objectives: Upgrade the quality of agriculture education by
producing well trained middle-level manpower
required to raise agricultural productivity, to
promote rural development and to improve
extension services and farmer training programs.
Pilot test the National Agriculture Education
System (NAES) which is intended to bring about
the realization of the Philippine agriculture
education system through the implementation of
the macro plan.
Methodology: NAU will be the lead agency university offering
graduates, model undergraduate, agriculture and
allied programs in conducting basic and applied
research and as the link to international
academic and research community. ZAU will
provide leadership in advancing the forties of
knowledge in certain field of agriculture through
research and screening of technologies needed in
the respective regions. RACs will provide
regional acadcemic leadership in the
administrative regions in the rural technologies,
agricultural undergraduate/masteral and short
term programs. PTIAs will take the leadership in
offering post-secondary non-degree programs and
ladder type occupationally oriented curricular
degree programs.
Background: The ATEP was launched by the DECS-EDPITAF in
consonance with the government's goal as laid out
in the Medium-Term Philippine Development Plan
(1987-1992). It supports a new program of
technician training-one that emphasizes practical
skills and provides active encouragement to
student graduates to set themselves up as
entrepreneurs in agriculture and related
industries upon completion of their training.
Expected Outcomes: By the end of the six years project period, it is
envisioned that: NAES is operational;
Agricultural Technology Education is improved;
Research and extension at NAU, ZAUs and RACs are
rationalized and improved; Extension programs
are expanded.
Results to Date: 1. Thirteen (13) out of 20 civil works under
Phase I has been awarded while construction of
laboratories, dormitories, farmer training
center, workshops and staff housing is on-going.
Equipment contract awarded now amounted to
P6,234,569.55. Furniture designs and list were
reviewed by the Civil Works Division. 2.
Fellowship availment during the year was 14
man-months of international fellowships (5
fellows) or 9.6 percent out of 183 man-months and
820.5 man-months of fellowship was awarded for
the DATE-MATE and planning and management. On
consultant services, six out of seven
international experts have been fielded and eight
out of 12 for local consultants. 3. Under
institutional development, collaboration and
linkages had been established with concerned
agencies. The DECS-DA agreement had been
operationalized while the joint CSC-DBM-DECS-COA
Circular which establishes the legal basis for
the institutionalization was formulated and
discussed. 4. Towards the implementation of the
Diploma in Agricultural Technology-Bachelor in
Agricultural Technology (DAT-BAT) program, the
review of the syllabi for 58 subjects was 50
percent completed. Instructional materials were
being identified according to curriculum
requirements and availability of materials inthe
market. Moreover, 77 fellows who will teach the
DAT-BAT program attended the DATE-MATE Program.
