Title:              Typhoon Proof Schoolbuilding Program  Phase I
                    (JICA).

Objectives:         1.  To provide schoolbuildings and classroom
                    furnitures to areas affected by enrollment
                    expansion.  2.  To replace schoolbuilding units
                    damaged during 1987 typhoon and those destroyed
                    from 1984-1986, where neither rehabilitation nor
                    replacement of schoolbuildings have not yet been
                    undertaken.  
Methodology:        Construction will be carried out in two (2)
                    simultaneous groupings, each starting from the
                    outer ends of the Bicol island moving towards the
                    center.  This approach is on account of the
                    subcontracting of the works with two (2) Filipino
                    sub-contractors, namely, FCH Construction and
                    Asiaconstruct.  Construction was decided into six
                    (6) phases with at least 12 schools (6) schools
                    per group) to be constructed simulataneously per
                    phase.  
Background:         The Philippines, located along the typhoon-belt
                    area, has always been frequented by typhoons and
                    as always, the results were damaging.  A lot of
                    schoolbuildings, specially in areas most
                    affected, were destroyed, thereby causing
                    temporary suspension in the schedule of classes. 
                    One region where typhoons strike heavily is the
                    Bicol Region.  In 1987, for example, two large
                    typhoons struck the country, seriously damaging
                    many schools.  In the Bicol Region alone,
                    estimated damage cost approximately P300M.  The
                    government of the Philippines, amidst financial
                    difficulties, thus faced the problem of
                    rebuilding or repairing typhoon-ravaged school
                    facilities in the shortest possible time.  A
                    program was thus launched for the construction of
                    schoolbuildings in 360 schools nationwide by the
                    typhoon-resistant prefabricated method.  As an
                    outcome of DECS' request through NEDA to the
                    government of Japan for assistance to its
                    schoolbuildings program, the construction project
                    was accorded high priority utilizing the Y3B
                    unallocated amount under the 1988 Japanese
                    Grant-in-Aid.  Phase I construction will start in
                    1989 covering 72 institutions in Region V (Bicol
                    Region).  
Expected Outcomes:  Primary Schools: 22 schools, equipments for
                    classrooms.  Secondary Schools: 50 schools,
                    equipments for classrooms and offices.  
Results to Date:    1.  Completed construction of 54 schoolbuildings
                    and on-going construction of 18 buildings.  2. 
                    In working out site ownership of schoolbuildings,
                    28 recipient schools had no problem at the start
                    of the project.  During the implementation, 26 of
                    the 44 with problems have solved their site
                    ownership problem.
