Title:              Canadian Commodity Assistance Program I (SEDP
                    Textbook Paper Supply).

Objectives:         To improve the quality and to expand and equalize
                    access to educational opportunities to public
                    high school students nationwide by providing
                    textbooks to every student in each subject area.
Methodology:        The process of printing and delivery of books
                    require at least 12 months lead time between
                    receipt of paper at the government-owned
                    Instructional Materials Corporation (IMC)
                    warehouse on one end and receipt of printed bonds
                    at school before the start of SY 1991.  The IMC
                    shall be responsible for textbook production.  
Background:         The new 1989 secondary education curriculum
                    consists of 9 subjects per curriculum year.  Over
                    a 4-year period this requires a total of 36
                    students textbooks and 36 accompanying teacher
                    manuals.  With a projected high school enrolment
                    of 2.5M a year, an average of 6.8M copies of
                    textbooks will have to be printed and distributed
                    annually to all public high schools all over the
                    country.  To assists the development of secondary
                    education, the government sought the assistance
                    of the Canadian Government through the Canadian
                    International Development Agency (CIDA) to
                    provide the Department a 4 year supply of paper
                    and cover as required by the textbook project. 
                    In 1987, CIDA committed to provide a two-year
                    supply of textbook paper/cover.  
Expected Outcomes:  Details on the desired quantities and production
                    targets as follows:

Results to Date:    1.  First Year Paper Requirement - ship 5,350 MT
                    of body stock and 275 MT of cover stock: shipped
                    to Manila only 5,333.832 MT of body stock and
                    274.189 MT of cover stock.  2.  Second Year Paper
                    Requirement - Ship 4,660 MT of body stock and 230
                    MT cover stock: received by IMC 4,707.753 MT of
                    body stock and 241.773 MT of cover stock.
