Title: Science Equipment Project.

Objectives: General Objective: To upgrade the quality of
science and technology education through (1) the
development, fabrication and distribution of
tools and equipment needed for instructional and
training purposes; and (2) the development of
expertise within the education sector to design
and develop science equipment for instructional
and training purposes. Specific Objectives: 1)
To identify the standard science equipment that
are best fabricated and which meets the needs of
the education sector; 2) To establish the
national science fabrication and training center,
and the regional distribution/service centers;
3) To train or facilitate the training either
locally or abroad of production supervisors,
technicians and other key personnel of the
centers and the education sector who are involved
with the project; 4) To undertake research and
evaluation studies for relevant and effective
equipment design, production strategies/processes
and distribution system; 5) To strengthen the
capabilities of identified educational
institutions to design and produce equipment
requirement of recipient schools; and. 6) To
promote growth of private manufacturers through
the establishment of collaborative linkages
between the education sector's demand for and the
private sector's capability to supply science
equipment and/or parts thereof.
Methodology: The Pre-Investment Study includes selection of
items for fabrication, design and development of
prototypes, production feasibility study, plant
design and equipment specification. Experts
services from Germany are to be availed of in
this study. The pre-operational phase is
composed of activities that are necessary to put
in place the buildings, equipment, and the
necessary managerial and technical staff for the
centers. These also include the availment of
experts services and training. The operational
phase include the activities to be carried out to
operationalize the centers.
Background: The project was concieved in the light of the
pressing need of the public school system for
instructional materials and equipment and taking
into account the limited financial resources of
our government.
Expected Outcomes: From the German Government: Technical
Assistance: Expert Services - one expert on
overall instructional materials program design
and development and on teacher-training (60
man-month). - one expert on design and
production of scientific and technical
instructional materials and on setting up of
science equipment and training centers (48
man-months). - short term experts in various
specialists fields to solve specific problems (16
man-months). Training - a special seminar on
instructional materials, design and prototype
production for 15 science head teachers,
trainors, and technical personnel for a period of
two months at the RECSAM Institute in Penang,
Malaysia. - Advanced specialized training at a
teaching-aid company in Germany for up to three
managerial and technical staff of the science
equipment centers for 6 months. - Training in
materials technology, design, production, and
processing for 6 staff for a total of 6 months in
institutions in Southeast Asia and for 15 staff
for a total of 30 months in the Philippines.
Materials and Equipment: - Materials, technical
equipment, tools and a small printing shop for
the science equipment centers. - Three small
vans for the deliveries and distribution of
instructional materials. - Raw materials and
expendable items for the initial phase of the
project. From the Philippine Government: - Land
and buildings required for the project, including
such equipment and furnishings which will not be
supplied by the German Government; - Raw and
expendable materials needed for production by the
science equipment centers; - Science equipment.
- Further training for science supervisors,
superintendents and school inspectors (15
two-weeks seminars per year, with 20 participants
each) and for science teachers (60 two-week
seminars per year with 20 teachers each).
Results to Date: 1. Approved Labangon, Cebu City as the site for
the National Science Equipment Center. 2. PIO
entered into an agreement with the Science and
Mathematics Instrumentation Center of NCR in
conducting the project study on the development
of science equipment prototypes.
