Title: PRODED's Special Studies
Institution: PRODED - Bureau of Elementary Education.
Objectives: General: To improve the monitoring of
central and regional data to operationalize a
functional Management Information System.
Specific: Develop a computerized MIS through
the development of appropriate computer system
and microcomputers. SLP-. General: To
develop norms and procedures for the
identification of future school sites and
requirements. Specific: To rationalize the
provisions of classrooms on the basis of
systematic planning information including school
maps, population and enrolment data, the number
of places per grade and status of facilities.
TSD-. General: To improve teacher
utilization thru rational allocation of teachers
and improved pupil-teacher ratios. Specific:
To establish a national scheme of monitoring
teacher supply and demand by matching graduates
of Teacher Education Institutions with the annual
teacher requirements of regions. PSC-. General:
To improve allocation of financial resources
for elementary schools. Specific: To analyze
per pupil cost, sources of financing procedures
adopted and allocation formula followed. To
conduct a cost-effectiveness study of recurrent
pupil expenditure. To determine relationship
between school cost and pupil achievement.
Methodology: The project was be carried out through research
proposals coming from regional/division offices,
private and public educational institutions,
research centers, individuals doing graduate
work, private persons interested in research.
Background: Special studies was designed to meet the needs in
the implementation of the various activities of
PRODED. These studies include:

Comparative analysis of per pupil cost
Results to Date: To provide for the macro research needs of
PRODED, the special studies were undertaken:
Sector Monitoring - To provide a systematically
planned flow of information in the entire sector
to facilitate monitoring and evaluation of the
performance of the programs, the following were
undertakeb: 1) Completed conversion of
lotus files of OPS to data base systems on
formats to six files and building of data files
where lotus files are non-existent to seven
files. Validation of materlist of the said files
were likewise made. 2) Software development
for the Regional Database Management System -
completed six files. 3) Software
development for the DECS Mainframe. School
Location Planning. 1)Determined
schoolbuilding needs through standard SLP
procedures conducted in 13 DECSROS. 2)
Final report of the SLP Project was turned over
to PRODED. 3) Monitored relocation center
schools. 4) Institutionlized SLP operations
in the regions. Teacher Supply and Demand.
1) Installed a mechanism for monitoring the
regular demand for teachers and matching this
with the enrolment in Teacher Training
Institutions (TTIs). Philippine School Cost for
Tertiary Education. 1) Prepared the
"National Support for Elementary Education".
2) Prepared Operational Models for Planning,
Budgeting and Financial Allocations. 3)
Updated per pupil and school cost.
