Objectives:         1. Improve the quality of education.  2. Reduce
                    disparities in educational opportunities.  3.
                    Increase internal efficiency and improve
                    cost-effectiveness in education.  4. Strengthen
                    management and planning in the educational
                    system.  
Methodology:        Researches shall be conducted relevant to
                    elementary education, including those on
                    exprimental delivery systems.  Research studies
                    shall be conducted through collaboration between
                    private institutions and MECS Regional offices.  
Background:         In recognition of the necessity for research to
                    back-up the development program and in line with
                    DECS commitment to develop research capabilities
                    at the regional and sub-rgional levels, an
                    allocation was provided for the conduct of
                    researches and studies.  The research program
                    elicited the participation of not only the DECS
                    regional and division offices but also other
                    government agencies, private research
                    institutions, including educational institutions
                    and private individuals or groups.  
Expected Outcomes:  1. Development of research capabilities of the
                    regions, divisions, higher institutions and BEE
                    personnel.  2. Institutionalization of research.
                    3. Objective findings that will help in
                    formulating policies that will improve quality of
                    education, reduce disparities in educational
                    opportunities, improve internal efficiency and
                    improve cost effectiveness in education and
                    strengthen management and planning; suggest more
                    effective strategies, scheme and instructional
                    materials.  
Results to Date:    1. Of the fifty seven (57) research studies
                    undertaken from SY 1982-1987 thirty six (36) had
                    been completed; nineteen are still on-going; two
                    (2) have been approved and  for 1987 Research
                    allocation.  3. Completed seven (7) researches in
                    1987 while two (2) were on-going.
