Title: PRODED'S Physical Facilities.

Objectives: To help overcome existing weaknessess in
educational quality, redress inequalities in the
delivery of basic education and improve
educational managment through: - The
construction of RELCs (one in each region). -
Textbooks, warehouses, schoolbuilding (regular
classrooms and multi-purpose workshops). -
Repair and/or rehabilitation of dilapidated
classrooms, buildings. - The construction of a
National Learning Center. - Provision of basic
equipment refeence materials, and furniture to
meet the needs of the school system and the
agencies managing elementary education.
Methodology: A new guideline in the allocation of funds for
school buildings has been developed which gives
priority to regions rated below average in
educational indicators in terms of achievement
level, participation rate and survival rate.
Eighty percent of development expenditures will
be based on a weighted indicator of defiencies in
the enrolment rate, survival rate, and average
achievement scores of school-age population in
each region. Twenty percent will be the stardard
allocation based on the regional share of
school-age population. The Regional Educational
Learning Center (RELC) is the regional base for
staff, curriculum and materials development, and
research activities. This will be known as the
Tahanan ng mga Guro. Standard office and
classroom furniture will be provided to the
following: 13 RELCs, academic classrooms, and
multi-purpose workshops. Equipment will be
provided to standard office and audio-visual
equipment, science and other instructional kits
for the national, regional, division and district
offcies, the RELCs, DLRCs, and DDU schools.
Background: PRODED takes charge of the development inputs
which would help overcome inequalities in the
delivery of basic education, and improve
educational management. Towards this end,
classrooms, training centers, office equipment,
vehicles, and selected reference materials were
provided in meeting the needs of the school
system and the agncies managing the elemenary
education.
Expected Outcomes: A. Civil Works. 1. Schoolbuilding Program. *
Construction of an average of 11,000 classrooms
annually between 1981 and 1990, 7,000 of which
are to meet enrollment growth and 4,000 to
replace dilapidated facilities. 2. Other Works.
* Construction of. - 13 RELCs (one
in every region). - a National Learning
Center (NLC). - RELC dormitories.
- Textbook warehouses. B. Equipment and
Reference Materials. * Procurement and
delivery of basic equipment and reference
materials. C. Furniture. * Fabrications
and delivery of basic furniture for the RELCs and
classrooms.
Results to Date: 1. Constructed 13 RELCs, RELC dormitories,
National Learning Center and Textbook Warehouse.
