Full text: This directive replaces former Administrative Ruling
  Circular No. 1 dated 27th. Feburary, 1958, with the exception of
  the rules contained therein relating to "Menial and Clerical Staff"
  (an extract  is attached as Appendix) which will continue to apply.

  2. The Section on financial rules in the former Administrative
  Ruling Circular No. 1 has now been omitted because financial
  procedure is now governed separately by circulars issued from time
  to time from this Ministry.

  3. TEACHING STAFF

  The establishment of teaching staff be based on the number of
  approved classes except in the case of Under-enrolled Schools. A
  class shall be considered as "approved" if its establishment has
  been approved by the Chief Education Officer, and conforms with the
  limits set out below:

  4. Approved Classes

  Educational Institution

  (a) Under-enrolled Schools

  Where multiple class teaching is carried out, i.e. children of more
  than one standard or form are being taught in the same class.
  Pupils in each class - maximum 30, minimum 20

  (b) Primary Schools

  (i) Standard 1-6. Pupils in each class - maximum 50, minimum 40

  (ii) Pupils' Own Language (for Upper Primary only). Pupils in each
  class - maximum 40, Minimum 15

  (c) Secondary Schools (Academic - Arts, Science & Technical)

  (i) Remove, Form I-V. Pupils in each Class - maximum 45, minimum 35

  (ii) Form VI (Lower of Upper). Pupils in each class - maximum 35,
  minimum 25

  (iii) Practical Classes (Such a class is constituted where pupils
  receive 3 ora more practical lessons in practical subjects per
  week) Pupils in each class - maximum 35, minimum 20

  (iv) Language Classes (excluding P.O.L.) Pupils in each class -
  maximum 30, minimum 20

  (v) Classes for the Deaf in ordinary schools. Pupils in each class
  - maximum 12, minimum 8

  (vi) Pupils' Own Language. Pupils in each class - maximum 40,
  minimum 15

  (d) Vocational Schools

  Form IV and Form V. Pupils in each class - maximum 40, minimum 20

  (e) Further Education Centres

  For classes at all levels and for all subjects. Pupils in each
  class - maximum - , minimum 15

  NOTE:

  The Upper limits above may be exceeded slightly in exceptional
  cases, subject to approval by the Ministry in all instances except
  the last, i.e. Further Education Centres which will be subject to
  approval by the Chief Education Officer.
