Full text: 1. In line with the institutionalization of the
PRODED-ERP, the following are guidelines necessary for the
successful operation of the non-formal training in the Learning
Action Cells (LACs) beginning the school year 1985-1986.
a. The Chief of Elementary Education Division (EED) in the
MECS regional offices and his/her regional staff are accountable to
the Bureau of Elementary Education for the implementation,
monitoring, supervision and evaluation of programs and projects on
elementary education, including the LACs. As a member of the
Regional Project and Management Team (RPNT) he/she is expected to
see to it that the non-formal training in the region is properly
planned, implemented, monitored, supervised and evaluated according
to the goals and needs reflected in the regional plan.
b. The Regional Director is responsible for monitoring,
supervising and evaluating the LACs in all levels in his/her
region, including the Regional Learning Action Cells (RLACs), which
he/she is expected to organize. He/She is accountable to the
Minister of Education, Culture and Sports for the continuing
activities of all the LACs in his/her region. He/She should
furnish the Minister periodic reports on the LACs.
c. The schools Superintendent or Assistant Schools
Superintendent shall be responsible for organizing, monitoring,
supervising and evaluating the District Learning Action Cells
(DsLACs) in his/her Division. Likewise he/she is accountable to
the Regional Director for the active participation of the members
of the Division LAC (DvLAC) and the District. LAC (DsLACs) in his
Division. He is expected to submit periodic reports to the
Regional Director on the status of the DsLACs in his/her division.
Scholarships training or studies relevant to the position
for a period of at least one academic year - 1 pt.
For less than one academic year but at least 2 months - 05
pt.
Attendance at any relevant seminar or in-service training
program of at least 74 hours duration - 05 pt.
(Note: Total points for seminars or training programs
shall not exceed 1 pt.)
All academic units earned, scholarships, training grants or
studies and in-service training programs gained and credited for an
earlier promotion may not be used for subsequent promotions.
3. This accreditation is extended to regional trainors who
have undergone at least two years of the development program
described in paragraph 1.
