Full text: In 1975, the Minister of Education and Culture, with the
assistance of UNICEF, established Decentralized Learning Resource
Centers (DLRCs) throughout the country to serve as in-service
training arms for the continuing education of teachers in the
systematic implementation of curriculum innovations in their
respective satellite schools. These DLRCs were provided with some
equipment, materials and supplies. Likewise, their staff were
given training for their perceived functions.
In support of the projects and activities under PRODED, It is
desired that concerted efforts be exerted to ensure the proper
maintenance of DLRCs and their maximum utilization by children and
teachers particularly in the depressed, disadvantaged and
underserved elementary schools.
For maximum benefits to be derived from the existing DLRCs, the
following guidelines are offered for consideration/implementation.
a. It is advisable to set up DLRCs in secured races/buildings to
safeguard all equipment, materials and supplies. Cleaning,
checking and storing each equipment properly either evert use can
help lengthen its usefulness. Similarly, all prototype
instructional materials should be preserved for wider and longer
use if properly labelled and displayed.
b. It is desirable to assign personnel preferably headed by the
Educational Media Supervisor/Coordinators to managed the DLRCs.
The members of this staff are expected to be trained on the use of
various equipment and overhead projector, scanner, etc.Their
services can be very useful in the development and utilization of
support instructional materials as well as in the training programs
for teachers.
c. Consequently, regional/division funds would need to be
allocated for the production/printing of prototype instructional
materials as well as transportation expenses of DLRC teachers
serving neighboring elementary schools. Such operating cost is
essential to sustain DLRC services.
d. It would be highly appreciated if a logbook showing a record of
services rendered and other relevant information on the utilization
of equipment and materials could be kept and made available upon
request.
4. All supervisory and monitoring activities of the
region/division should include the DLRCs. In the same manner, a
report on the activities in each Center is expected to be contained
in the year-end reports of region/division.
