Full text: 1.       In order to systematize the acquisition and
  allocation of instructional materials among elementary and
  secondary schools natiowide, the following general procedure for
  the acquisition of textbooks, reference materials, laboratory
  equipment, shop tools, gardening and agricultural implements, and
  other such items is hereby precribed.

  2.       All requests for the acquisition of instructional
  materials shall originate from school heads.

       a.   Requests from school heads shall be processed, compiled
  and acted upon as follows, taking into consideration the current
  standards for each type of school..

            (1) Requests from elementary school heads shall be
  coursed through their respective district supervisors and division
  superintendents to regional directors.

            (2) Requests from  national high schools shall be sent
  direct to their respective regional directors.

            (3) Requests from newly nationalized high schools shall
  be coursed through their respective division superintendents to the
  regional directors.

       b.   The regional director shall determine the best procedure
  and method of acquiring the supplies and materials requested
  subject to existing rules and price ceilings.

       c.   Items commonly needed natiowide may be acquired through
  the Instructional Materials Corporation or the Procurement Service
  of the DBM, whenever warranted by economies of scale or
  considerations of cost-effectiveness.

  4.       School officials concerned shall bring to the attention of
  local school boards the above procedure for their consideration and
  possible adoption.
