and Management of the Education System
The Ministry of Education and Training (MOET) is the highest managing authority for the entire national education system. The Department of Vocational and Technical Education, an executive branch of the MOET, is responsible for vocational and technical education throughout the country. The Centre for Curriculum Development and Methodology of General Education, under the National Institute for Educational Science, is the main agency responsible for curriculum research and development in the country.
In every other ministry there is an Education and Training
Board responsible for vocational and technical
education of that ministry, following the guidelines
and under the supervision of the MOET.
At the provincial level,
Departments of Education and Training are in
charge of supervising pre-school, general,
and vocational/technical education in their
provinces. These departments are under the
joint supervision of the MOET and the provincial
People’s Committee.
At the district level,
a separate division of the People’s
Committee takes responsibility for educational
management in the district. This body directly
supervises lower secondary schools and vocational
training centres in the district.
The government has also established the National Council of
Education as an advisory body for policy making
and to collaborate in the definition of plans
for educational development.
The Ministry of Education and Training,
the National Committee for Literacy and the Committee
for Child Care and Protection co-ordinate the
implementation of the National Plan of Action
on Education for All (MOET, 1999). |
