Education is mainly financed from the State budget. In 1996, expenditure funded by the national budget represented 87.6% of total educational expenditure. Additional resources are obtained through fees, parents’ contributions, socio-economic organizations and international donors.

In 1997, educational expenditure amounted to 2.2% of the Gross Domestic Product (GDP). In the same year, expenditure in education represented 10.5% of the State budget (an estimated 15% in the year 2000).
