Project ELSA - Education and Livelihood Skills Alliance

Education and Livelihood Skills Alliance (ELSA) 2 is a Mindanao-focused educational initiative that hopes to achieve the following Intermediate Results (IRs) in education:

IR No. 1 - Community-based learning opportunities

IR No. 2 - Improving teaching capacity for teaching Science, Math and English

IR No. 3 - Promoting the reintegration of out-of-school youth

IR No. 4 - Reforming education policy

The SEAMEO INNOTECH ELSA Projects involve the two IRs:

  • Improving teaching capacity for teaching Science, Math and English, with focus on
    • increasing access to basic education using innovative technology; and
  • Reforming education policy, with focus on
    • equivalency matrix policy research


IR No. 2 - Improving teaching capacity for teaching Science, Math and English

General Objective

Help expand access to, and quality of basic education in Mindanao, towards the attainment of economic productivity, peace and development

Specific Objectives

  • Expand and enhance basic education learnings in Science, Math and English
  • Train teachers on newer strategies, including ICT-based approaches
  • Provide technical assistance in the content planning and development/production/testing of learning materials for both teachers/trainers and for learners
  • Implement learner responsive and culturally-sensitive strategies, including ICT-based approaches, aimed at increasing access and improving quality
  • Generate data that would serve as inputs to the scaling up and sustaining the said strategies

  • Grades 5 and 6 students in 120 selected schools
  • Grades five and six teachers in Science, Math and English in 120 selected schools

ELSA Beyond the Formal School

Major Objectives

  • Review/adaptation of existing accreditation and equivalency (A & E) materials in the context of Mindanao setting
  • Development of new learning materials for beneficiaries of the alternative learning system (ALS)
  • Conduct of ALS sessions among out-of-school youth and adult learners
  • Harness project facilities & resources to reach ALS learners
