DESCRIPTION:Theme: Fostering Transparent\, Ethical & Accountable Basic Education Governance   \n\n\n\nSpeaker: Diosdado M. San Antonio  \n\n\n\nThe INNOTECH Seminar Series on Education\, Innovation and Technology held on November 12\, 2025\, featured Diosdado M. San Antonio\, former Manager of SEAMEO INNOTECH’s Educational Research and Innovation Office\, who discussed how transparency\, ethics\, and accountability can be translated into concrete leadership and governance practices in basic education. Drawing from his experience in the Department of Education\, Mr. San Antonio presented the TEA Governance Advocacy\, which promotes Transparency\, Ethics\, and Accountability as foundations for addressing governance challenges in schools and education offices. At the center of the advocacy is SCOUTERS ROCK\, a set of practical actions that includes strengthening merit-based systems\, building productive partnerships\, opening communication channels\, upholding standards of conduct for public officials\, strengthening instructional supervision\, expanding access to quality education\, promoting research-based practices\, advancing School-Based Management\, ensuring accurate financial reporting\, optimizing ICT\, conserving resources\, and maintaining safe and environmentally responsible schools and offices. \n\n\n\nMr. San Antonio emphasized that fostering transparent\, ethical\, and accountable governance requires more than establishing systems and policies; it also depends on leadership practices that build trust\, encourage participation\, and model the values expected throughout the organization. He identified limited resources\, resistance to change\, deeply rooted organizational traditions\, conflicting interests\, external pressures\, and inconsistent enforcement of accountability as challenges to sustaining TEA Governance. To address these\, he highlighted mentoring and training\, clear guidelines and mechanisms\, recognition of leaders and schools that demonstrate TEA values\, strong communication\, integration of TEA Governance into policies and performance systems\, and strengthened partnerships. He further presented leadership approaches centered on being Proactive\, Results-Oriented\, Intelligent\, Network-building\, Credible\, and Empowering (PRINCE) and creating autonomy through trust and dialogue. DESCRIPTION:Theme: Strengthening China–Philippines EV Cooperation via TVET and Workforce Development \n\n\n\nSpeaker: Mr. Galib Hossain \n\n\n\nThe INNOTECH Seminar Series on Education\, Innovation and Technology held on November 25\, 2025\, featured Mr. Galib Hossain\, Director of International and Legal Affairs of the LAMG-China Education Training Promotion Alliance (LCETPA). His presentation\, “Strengthening China–Philippines EV Cooperation via TVET and Workforce Development\,” explored how technical and vocational education and training (TVET) and stronger education-industry collaboration could help prepare the Philippine workforce for the transition to electric vehicles (EVs). Drawing from China’s experience\, Mr. Hossain highlighted the role of sustained policy support\, industry-education integration\, specialized TVET programs\, and partnerships among government\, educational institutions\, and EV companies in developing the skills needed by the sector. He noted that the growth of the Philippine EV market is expected to increase demand for technicians\, assemblers\, electricians\, and software engineers\, creating opportunities for education and training institutions to respond to emerging workforce requirements. \n\n\n\nMr. Hossain emphasized that workforce development should accompany the transition to EVs\, particularly as workers in occupations associated with internal combustion engine vehicles may need to acquire new competencies. He identified training and national standards development\, establishment of training centers\, charging infrastructure\, battery manufacturing and raw materials\, and vehicle assembly as potential areas for China–Philippines collaboration. For TVET\, he highlighted training of trainers and hands-on learning as practical starting points\, presenting a six-day EV training model covering high-voltage procedures\, vehicle maintenance and thermal management\, battery assembly and disassembly\, battery management systems\, drive systems and fault diagnosis\, and EV repair entrepreneurship. He further stressed that training programs can be adapted to the needs of industries and partner countries. DESCRIPTION:Theme: Adobe Express Workshop \n\n\n\nSpeaker: Nelson John and Albert Goh \n\n\n\nThe INNOTECH Seminar Series on Education\, Innovation and Technology held on November 26\, 2025\, featured a seminar-workshop on Adobe Express that provided educators with hands-on opportunities to explore digital creativity and generative artificial intelligence for teaching and learning. During the session\, Adobe representatives introduced Adobe Express and Adobe Firefly and demonstrated how these tools can support the creation of visually engaging learning and communication materials. Mr. Albert Goh\, Solution Consultant at Adobe Singapore\, emphasized the potential of generative AI to support productivity\, critical thinking\, creative thinking\, and digital literacy\, while highlighting the importance of introducing learners to responsible uses of the technology. He also discussed Adobe Firefly’s approach to responsible AI\, including its use of licensed and public-domain training content and Content Credentials designed to provide greater transparency about how digital content was created or modified. \n\n\n\nThe workshop translated these concepts into practical application by guiding participants through the use of Adobe Express and Firefly to develop digital content for an education-related awareness campaign. Participants explored generating templates and images through text prompts\, editing layouts and design elements\, working with layers and text\, and using AI-assisted features such as background removal. The session demonstrated how educators and learners without professional design experience can use accessible creative tools to produce posters\, presentations\, infographics\, videos\, and other visual materials.
