DESCRIPTION:Theme: Empowering Teachers in the Evolving Education Landscape: The Role of TPD and Collaborative Practice \n\n\n\nSpeaker: John Arnold Siena \n\n\n\nThe INNOTECH Seminar Series on Education\, Innovation and Technology held on March 16\, 2026\, featured John Arnold Siena\, Deputy Director for Programme and Development of the SEAMEO Secretariat\, who discussed the role of teacher professional development (TPD) and collaborative teacher learning in responding to Southeast Asia’s evolving education landscape. His presentation emphasized that the quality of education in the region hinges on the quality of its educators\, while highlighting persistent challenges in the equity\, quality\, and efficiency of TPD. Drawing on research across nine countries\, he identified gaps between TPD policy and classroom realities\, including difficulties in translating national goals into practice\, disparities in resources\, capacity\, and infrastructure\, fragmented efforts among partners\, and professional development opportunities that do not always align with teachers’ immediate needs. \n\n\n\nMr. Siena highlighted collaborative teacher learning as an approach to making professional development more responsive to teachers’ actual practice. His presentation examined the 4Cs of Effective TPD and presented the Philippines’ Learning Action Cell (LAC) as an example of a collaborative process that moves from needs assessment and prioritization to identifying and co-developing interventions\, implementation\, and reflection\, with the aim of strengthening teachers’ content knowledge\, pedagogical skills\, and professional ethics and ultimately improving learning outcomes. He also contrasted traditional and collaborative approaches to TPD while identifying barriers to meaningful collaboration\, including heavy workloads\, limited access to resources and expertise\, inadequate support mechanisms and infrastructure\, isolated professional practice\, and power dynamics that can position supervision primarily as evaluation rather than pedagogical or instructional support.
