Drawing lessons from earlier Public-Private Partnership School Infrastructure Projects\, his presentation outlined DepEd’s roadmap for addressing a classroom deficit of 165\,443 through a combination of PPPs\, conventional procurement\, donations\, leasing or acquisition\, and other approaches. He highlighted how PPPs can enable procurement at scale\, frontload investment commitments\, and shorten construction periods compared with conventional procurement. The online celebration recognized Malaysian teachers and their contributions to education while highlighting the evolving role of educators in responding to technological and social change. Messages from SEAMEO INNOTECH\, the SEAMEO Secretariat\, and the Embassy of Malaysia emphasized the importance of supporting teachers as key actors in education reform\, strengthening their professional development\, and ensuring that technological advancement remains grounded in human values. The celebration also featured two Malaysian educators who shared practical experiences in using artificial intelligence and digital tools to respond to challenges in teaching and learning. \n\n\n\nCikgu Elgamilo bin Habibantan of Sekolah Kebangsaan Bukit Gasing demonstrated how NotebookLM and generative AI can support teachers facing challenges such as documentation workload\, limited planning time\, diverse learner needs\, and a demanding curriculum. He presented features that can help educators transform source materials into audio overviews\, quizzes\, flashcards\, infographics\, mind maps\, slide decks\, and other learning resources. Cikgu Siti Ainul Murshida binti Syamsuddin of Sekolah Menengah Kebangsaan Orkid Desa\, meanwhile\, shared how Gemini for Education can support more personalized and inclusive learning for students with special educational needs. She presented MyRPI\, an innovation developed using Gemini to assist teachers in planning individualized education interventions\, as well as applications of AI in social stories\, digital storytelling\, gamification\, and creative activities. Her presentation emphasized that AI should not replace teachers or become the goal of education itself\, but should help teachers respond to different learner needs and create more opportunities for students to participate\, express themselves\, and succeed. Together\, the presentations highlighted a human-centered approach to educational technology in which innovation supports teachers while keeping learners and their diverse needs at the center of teaching and learning.

Bustos\, and Prof. Martin HaydenModerator: Dr. Lorraine Pe Symaco \n\n\n\n \n\n\n\nSEAMEO INNOTECH\, in partnership with the University of the Philippines Center for Education and Development (UP CEDEV)\, convened the Regional Forum on Education and Learning: Education for Development? Conversations on the EDCOM 2 Reports on June 2\, 2026. The forum provided a platform for education leaders\, researchers\, policymakers\, and development partners to reflect on the EDCOM 2 experience and discuss what its findings mean for sustained education reform\, learning\, and development in the Philippines. \n\n\n\nDr. Karol Mark Yee reflected on EDCOM 2 not only through its findings but also through the processes that shaped its work over the past three and a half years. Looking across a century of education studies and commissions in the Philippines\, he noted that several challenges identified decades ago continue to persist. He cited the administrative burden on teachers as one example\, comparing concerns documented in the 1925 Monroe Survey with the numerous forms still required of public school teachers today. He explained that EDCOM 2 sought to move beyond another diagnosis of the education system by combining research\, access to data\, consultations with stakeholders\, and legislative action while studies were still underway. \n\n\n\nA key lesson from the EDCOM 2 experience\, Yee emphasized\, is the importance of data transparency and evidence-informed policymaking. He illustrated how access to disaggregated National Achievement Test data allowed EDCOM 2 to look beyond mean percentage scores and better understand actual levels of learner proficiency. He also highlighted the value of connecting information across DepEd\, CHED\, and TESDA and combining this systems-level analysis with consultations involving teachers\, school leaders\, parents\, learners\, and other stakeholders. Looking beyond EDCOM 2\, he raised questions about how the country can institutionalize mechanisms for continuous assessment\, preserve institutional memory\, develop a critical mass of reform champions\, and sustain transparency and accountability despite changes in political leadership. \n\n\n\nThe succeeding panel discussion broadened the conversation by examining where gaps emerge across the learning continuum. Akihiro Fushimi of UNICEF Philippines pointed to early childhood as a critical area\, stressing the need to better connect the home\, early childhood education\, and the early primary grades. He emphasized that effective early childhood development requires coordinated support across education\, health\, nutrition\, social protection\, local government\, and families. He also underscored the importance of supporting child development workers and strengthening play-based and developmentally appropriate learning. \n\n\n\nProf. Dina S. Ocampo emphasized keeping the learner at the center of education reform and paying greater attention to the communities in which learning takes place. She argued that parents\, local leaders\, and communities need to understand and demand quality education as a right\, while policies must be examined according to whether they can actually be implemented at the school and community levels. Prof. Therese A. Bustos\, meanwhile\, highlighted how conditions beyond the classroom\, including nutrition\, family circumstances\, transportation\, connectivity\, safety\, and accessibility\, shape learners’ ability to participate and succeed in education. She also stressed that inclusive education depends on strong systems and sustained support for both learners and teachers. \n\n\n\nFrom the higher education perspective\, Prof. Martin Hayden highlighted concerns around student attrition\, participation\, access\, and inclusion. While emphasizing the fundamental importance of early childhood and basic education in establishing literacy and numeracy\, he noted that inequalities can continue into higher education\, particularly for learners from less advantaged backgrounds. The discussion also turned to teacher quality and professional development\, with panelists emphasizing that reforms in teacher education must be accompanied by sustained support for teachers in the field\, conducive teaching and learning environments\, appropriate incentives for those serving difficult contexts\, and stronger instructional leadership. \n\n\n\nThe forum underscored that improving learning outcomes requires more than isolated interventions within individual levels of education. The discussions pointed to the importance of sustained evidence-informed reform\, stronger coordination across institutions and sectors\, attention to conditions surrounding learners and teachers\, and mechanisms that can preserve reform momentum over time. Vistan II\, Chancellor of the University of the Philippines Diliman. In his presentation\, “Schools and Startups: On Becoming an Innovation Nation\,” Vistan examined how education can help develop the capacities and mindsets needed to advance innovation and sustainable development in the Philippines. He reflected on the country’s longstanding investment in science and technology education\, including the expansion of science high schools\, STEM-focused programs\, and scholarships\, while questioning whether increasing the number of STEM graduates alone is enough to build an innovation-driven nation. \n\n\n\nVistan emphasized that innovation requires more than technical expertise. Alongside scientists and engineers\, innovation ecosystems need people with expertise in business\, economics\, social sciences\, and other fields who can help transform ideas into viable solutions. He proposed moving from predominantly profession-oriented education toward a more innovation-oriented formation of learners\, including opportunities for multidisciplinary learning\, entrepreneurship\, and stronger engagement with industry. He also stressed that producing patents and inventions is not enough if these are not translated into applications that create value and benefit society. Javiniar \n\n\n\n \n\n\n\nSEAMEO INNOTECH convened the Seminar Series on Education\, Innovation\, and Technology on 5 August 2026\, featuring Dr. Joel C. Javiniar\, Dean of the College of Education\, University of the Philippines Diliman. His presentation\, “The Many Faces and Facets of Socio-Emotional Learning for School Safety & Security\,” explored the role of socio-emotional learning (SEL) in creating learning environments where learners feel safe\, supported\, valued\, and engaged. \n\n\n\nDr. Javiniar emphasized that academic achievement and learner well-being should not be treated as competing priorities. He described SEL as the “heart of education\,” highlighting the importance of educating not only the mind but also the heart. He explained that SEL develops learners’ capacity to understand and manage emotions\, set positive goals\, demonstrate empathy\, build healthy relationships\, and make responsible decisions. He further stressed that SEL need not become an additional subject\, but can instead be intentionally integrated into everyday teaching and learning. \n\n\n\nThe discussion also broadened the concept of school safety beyond physical infrastructure. Dr. Javiniar highlighted physical\, psychological\, and digital dimensions of safety\, and presented SEL as relevant across prevention\, preparedness\, response\, and recovery. In this context\, teachers serve as a critical protective layer for learners by fostering positive relationships\, listening actively\, practicing inclusive and fair approaches\, and building classroom environments characterized by trust and belonging. \n\n\n\nThe session also highlighted the importance of a whole-school approach involving teachers\, school leaders\, parents\, families\, and communities. Dr. Javiniar shared practical ways of embedding SEL into school life\, including regular emotional check-ins\, reflection routines\, strengthened guidance and anti-bullying mechanisms\, attention to teacher well-being\, and the integration of empathy\, teamwork\, and resilience across existing learning areas. \n\n\n\nNotably\, Dr. Javiniar featured SEAMEO INNOTECH’s Contextualized Social and Emotional Learning Competency Framework for Filipino Learners\, developed with ChildFund. He highlighted its Filipino framing of SEL through concepts such as pagkilala sa sarili\, pamamahala sa sarili\, pagsisikap\, pagiging responsable\, pakikisama\, and pagmamalasakit\, demonstrating how socio-emotional competencies can be understood within the experiences and values of Filipino learners. \n\n\n\nUltimately\, the presentation underscored that the measure of education extends beyond what children know to whether they are able to learn\, grow\, thrive\, and flourish in environments where they feel safe\, seen\, heard\, supported\, challenged\, and inspired. Skills\, Tasks\, and the Misallocation of Filipino Talent \n\n\n\nSpeaker: Dr. Michael Ralph Abrigo \n\n\n\n \n\n\n\nSEAMEO INNOTECH convened the Seminar Series on Education\, Innovation\, and Technology on 3 September 2026\, featuring Dr. Michael Ralph Abrigo\, Senior Research Fellow at the Philippine Institute for Development Studies (PIDS). His presentation\, “How Much Are Skills Worth? Skills\, Tasks\, and the Misallocation of Filipino Talent\,” examined how the skills demanded by work in the Philippines have evolved and what happens when workers are unable to fully put their capabilities to productive use. \n\n\n\nDrawing on Philippine census and labor force data spanning more than a century\, Dr. Abrigo showed how Filipino jobs have shifted from work relying more heavily on physical skills toward occupations requiring greater technical\, interpersonal\, and transversal skills. Tasks have likewise moved toward more cognitive and non-routine work. However\, he noted that the Philippines still has room to move further toward higher-value cognitive occupations\, particularly when compared with some regional and aspirational peers. \n\n\n\nA central message of the presentation was that developing skills is only part of the challenge. Dr. Abrigo explained that workers may face personal\, institutional\, cultural\, and everyday barriers that make certain skills costly to use. These “skill deployment costs” can influence occupational choices\, preventing people from working in roles that fully utilize their capabilities even when those skills have value in the labor market. \n\n\n\nThe study estimated that the resulting misallocation of Filipino talent could be associated with productivity losses of as much as 9.5 percent of GDP annually. Dr. Abrigo also highlighted differences in the costs of deploying skills\, including gender-differentiated barriers affecting the use of technical and transversal skills. These findings point to a broader challenge: investing in education and skills development must be accompanied by conditions that enable people to use what they have learned productively. \n\n\n\nDuring the open forum\, Dr. Abrigo further emphasized that addressing talent misallocation extends beyond the education sector alone. While education and training interventions remain important\, he noted that barriers to skill use can arise from everyday circumstances\, including care responsibilities and transportation\, requiring a broader community and policy response. Reducing these barriers can help workers better translate their capabilities into productive employment and economic value. \n\n\n\nThe session reinforced the connection between education and the world of work in preparing people for a rapidly changing environment. For education systems\, the discussion highlighted the importance not only of developing future-ready skills\, but also of understanding whether learners will eventually have meaningful opportunities to apply them. As Dr. Abrigo summarized\, “Building these skills\, investing in getting these skills\, having these skills are not enough. DESCRIPTION:SEAMEO INNOTECH joins the Philippines in supporting the celebration of National Teachers’ Month 2026\, observed nationwide from September 5 to October 5. National Teachers’ Month recognizes the vital role and contributions of Filipino teachers to learners\, families\, communities\, and nation-building. The month-long observance was formally established through Presidential Proclamation No. 242\, s. 2011\, which calls on government institutions\, the private sector\, and the public to participate in and support the celebration. In support of this national observance\, SEAMEO INNOTECH joins the education community in recognizing and expressing appreciation for Filipino teachers and their service to education.
