Majah – Leah V. Ravago Ph.D.
Majah-Leah V. Ravago is the 10th Centre Director of the Regional Center for Educational Innovation and Technology (INNOTECH), one of the centers of the Southeast Asian Ministers of Education Organization (SEAMEO). She is an economist and educator with strong leadership skills.
She previously served as the President and CEO of the Development Academy of the Philippines (DAP) and is currently on leave from her role as a professor in the Department of Economics at Ateneo de Manila University. With nearly two decades of experience as an educator, she has taught at the University of Hawaii, the UP School of Economics, and Ateneo de Manila University. As an Assistant Professor at the UP School of Economics, she held significant positions, including Research Director at the UPSE Economics Research Center and Division Chief III at the Philippine Center for Economic Development
Her professional background is marked by leadership in large-scale energy projects, policy research, and a results-driven approach to key areas such as energy economics, competition policy, natural disasters, and development economics. She was the Project Leader for a collaboration between the House of Representatives and Ateneo de Manila University, providing evidence-based research to support the President's 8-point agenda. She also served as the Program Director for the 2014–2018 USAID Energy Policy and Development Program. She offered policy advice to agencies like NEDA, DOE, and various energy committees in the Senate and House of Representatives. She coordinated intergovernmental agency efforts in this role and facilitated executive discussions with key government officials.
In addition, she served as the Research Director for the US Department of State and UPSCRFI Gas Policy Development Project in 2019. She was also the President of the Philippine Economic Society in 2018, where she led fundraising efforts and coordinated national and international conferences. Before these leadership roles, she gained extensive experience as a policy advisor to government agencies including NEDA, DOE, PCC, DTI, and the Committees on Energy in both the Senate and House of Representatives. She currently serves as a policy and research consultant for international development organizations, including the World Bank, the Asian Development Bank (ADB), ADB Institute, and USAID
Her research interests encompass energy economics, competition policy, the economics of natural disasters, agricultural and development economics, and education and impact evaluation. As an output-oriented academic, she has published in numerous international journals and co-edited four books.
She is a Research Fellow at the Research Institute for Environmental Economics and Management at Waseda University, Japan, and a U.S.-Philippines Alliance Research Fellow at the East-West Center in Washington, DC, in 2023. She holds a BS in Business Economics, an MA in Economics from the University of the Philippines, and a PhD in Economics from the University of Hawai‘i, which she earned in 2012 through the East-West Center Graduate Degree Fellowship Program. In 2024, she completed an Executive Leadership Programme on AI and Productivity at INSEAD in Fontainebleau, France.
