SENIOR OFFICER
TERMS OF REFERENCE
I. JOB SUMMARY
- Supervise and provide technical leadership and expertise in the management, including planning, and monitoring of programs, projects, and activities of the Unit relating to legal and policy affairs, contracts management undertakings, and compliance to relevant laws, standards, policies, rules and regulations to ensure institutional effectiveness and efficiency in achieving the Centre’s quality objectives.

- Timely, effective, and efficient planning, design, conduct, monitoring, and documentation of activities and undertakings related to legal and policy affairs, contracts management undertakings, and compliance to relevant laws, standards, policies, rules and regulations of the Centre, SEAMEO, the host country and the INNOTECH Enabling Instrument, among others, and implemented in accordance with Centre policies, procedures, standards and requirements.
- Technical guidance in the implementation, conduct, and documentation of LPU activities and undertakings related to the following, in accordance with international standards and requirements:

- the Centre’s quality and learning management systems; and
- the Centre’s planning, monitoring, and evaluation of Centre plans.

III. DUTIES AND RESPONSIBILITIES
1. Provide leadership, guidance, and supervision to the Unit and its staff in the performance of their functions towards achieving LPU’s objectives.
2. Provide leadership in the design, planning, conduct, and monitoring of all LPU activities, projects, and programs in accordance with Centre policies, procedures, standards, and requirements.
3. Ensure accurate and timely submission of the Unit’s inputs to Centre reports and related documents.
4. Lead in the provision of full technical, administrative, and logistical support in the efficient and timely conduct of LPU undertakings.
5. Conduct legal and policy research and review legal documents, opinions, memoranda, and policy instruments of the Centre.
6. Ensure the maintenance of an organized repository of legal documents, rulings, and references relevant to the Centre.
7. Provide assistance to Centre units / offices on issues and concerns that may require legal inputs and advice, as may be necessary or assigned.
8. Provide support in staff training or awareness sessions, in coordination with the Human Resource and Organizational Development Unit of the Centre Support Office, on institutional policies concerning legal matters and compliance.
9. Lead the LPU in providing comprehensive technical secretariat support for the conduct of Management Committee meetings, including consolidation of materials, coordination of attendance, recording of minutes, and monitoring of action items and follow-through.
10. Perform other related tasks that may be assigned by the Centre Director.
III. QUALIFICATIONS

- With a valid license to practice law in the Philippines; and
- Preferably with a Master’s Degree (e.g., LL.M., Public Administration, Education Policy, or International Relations) or with advanced certification/s or relevant training in data protection, public policy, public procurement, contract drafting and management, or international/development law.

At least five (5) years of relevant work experience in the practice of law, if with a Master’s Degree or with advanced certification/s or relevant training as described in Section 8.1.3; or at least seven (7) years of relevant work experience in the practice of law, if without such Master’s Degree, advanced certification/s, or relevant training.
- Preferably with exposure to inter-organizational coordination, non-government organizations (NGOs), and/or the public sector.
