The INNOTECH Seminar Series on Education, Innovation and Technology held on November 25, 2025, featured Mr. Galib Hossain, Director of International and Legal Affairs of the LAMG-China Education Training Promotion Alliance (LCETPA). His presentation, “Strengthening China–Philippines EV Cooperation via TVET and Workforce Development,” explored how technical and vocational education and training (TVET) and stronger education-industry collaboration could help prepare the Philippine workforce for the transition to electric vehicles (EVs). Drawing from China’s experience, Mr. Hossain highlighted the role of sustained policy support, industry-education integration, specialized TVET programs, and partnerships among government, educational institutions, and EV companies in developing the skills needed by the sector. He noted that the growth of the Philippine EV market is expected to increase demand for technicians, assemblers, electricians, and software engineers, creating opportunities for education and training institutions to respond to emerging workforce requirements.

Mr. Hossain emphasized that workforce development should accompany the transition to EVs, particularly as workers in occupations associated with internal combustion engine vehicles may need to acquire new competencies. He identified training and national standards development, establishment of training centers, charging infrastructure, battery manufacturing and raw materials, and vehicle assembly as potential areas for China–Philippines collaboration. For TVET, he highlighted training of trainers and hands-on learning as practical starting points, presenting a six-day EV training model covering high-voltage procedures, vehicle maintenance and thermal management, battery assembly and disassembly, battery management systems, drive systems and fault diagnosis, and EV repair entrepreneurship. He further stressed that training programs can be adapted to the needs of industries and partner countries. The presentation underscored the importance of aligning TVET and workforce development with evolving industry requirements so that skills development keeps pace with the Philippines’ transition toward electric mobility.
