Maria Stephanie Abracia Fabria is a seasoned finance and administration executive with over 35 years of professional experience spanning banking, insurance brokerage, financial management, human resources, procurement, facilities management, information and communication technology governance, and organizational development. She currently serves as Manager of the Centre Support Office (CSO) of SEAMEO INNOTECH, where she provides strategic leadership and oversight of the Center’s integrated corporate support functions, including finance, human resources, procurement, general services, facilities management, and information and communication technology.
A Certified Public Accountant and holder of a Master in Business Administration degree, Mrs. Fabria has built a distinguished career characterized by progressive leadership and increasing responsibilities in financial stewardship, institutional governance, and administrative management, and organizational transformation. Over more than 27 years with SEAMEO INNOTECH, she has advanced through various finance and management positions, contributing significantly to the strengthening of the Center’s financial systems, operational effectiveness, internal controls, and resource management practices.
Effective December 2025, she led the transition of the Finance and Administrative Management Office into the Centre Support Office, reflecting the organization’s commitment to integrated operational services and digital transformation. Under this expanded mandate, the Information and Communication Technology Unit was consolidated under CSO to strengthen systems integration, digital infrastructure, information security, and Centre-wide ICT support. Through this role, she champions the alignment of people, processes, resources, and technology to support institutional priorities and enhance organizational performance.
Mrs. Fabria is also recognized as one of the pioneers of SEAMEO INNOTECH’s Quality Management System (QMS) initiative. Since the Center embarked on its ISO certification journey in 2004, she has served in various capacities including Internal Quality Auditor, Lead Auditor, Chair of the Internal Quality Audit Committee, and Interim Quality Management Representative. Her contributions have been instrumental in fostering a culture of quality, accountability, continuous improvement, and service excellence throughout the organization.
Prior to joining SEAMEO INNOTECH, she gained valuable experience in commercial banking and insurance brokerage, holding accounting, financial analysis, and operations positions with Far East Bank and Trust Company and J&H Marsh & McLennan Philippines. These experiences provided a strong foundation in financial reporting, regulatory compliance, treasury operations, risk management, and customer service.
Throughout her career, Mrs. Fabria has demonstrated a strong commitment to excellence, integrity, innovation, and service. Her expertise in financial management, organizational governance, quality systems, and integrated corporate services has enabled her to contribute significantly to institutional sustainability, operational efficiency, and organizational growth in an international, multicultural environment.
