BIO

Roger B. Masapol is a seasoned education leader and public servant with over 20 years of experience in policy development and governance in Philippine basic education. He
currently serves as Assistant Secretary for Education Governance and Support Services at the Department of Education (DepEd). He began his career as a public school teacher, grounding his work in frontline education experience. From 2016 to 2023, he served as Director IV of DepEd’s Planning Service, where he led the formulation of the Basic Education Development Plan (BEDP) 2030 and advanced key reforms in policy development, research utilization, enrollment and learner data systems, and school reporting. He also contributed to major policy work supporting the safe and gradual reopening of schools during the COVID-19 pandemic. In 2023, he started his humanitarian work and served as an Education Specialist with UNICEF, focusing on inclusive and equitable education in the Bangsamoro Autonomous Region in Muslim Mindanao. A Career Executive Service Officer, he holds Master’s Degrees from the University of Sydney and the University of Asia and the Pacific, and completed his bachelor’s degree at the Ateneo de Naga University. Throughout his career, he has championed evidence-based reforms aimed at strengthening access, equity, and quality in Philippine basic education
