Simão do Rosário is the Director of Partnership and Cooperation at the Ministry of Education of Timor-Leste. A permanent public servant with more than 20 years of experience in the education sector, he has contributed extensively to education policy development, institutional strengthening, stakeholder engagement, and international cooperation.
In his current role, he leads the Ministry’s efforts to build and strengthen partnerships with national, regional, and international organisations in support of educational development and reform. He also serves as the Ministry’s ASEAN Focal Point and Governing Board Member (GBM), facilitating regional collaboration, knowledge exchange, and strategic engagement across Southeast Asia.
Throughout his career, Mr. Rosário has held various leadership and advisory positions within the Ministry of Education, supporting initiatives aimed at improving access, quality, and inclusiveness in education. He was also honoured to serve as Ambassador for students with disabilities, promoting equal educational opportunities and inclusive learning environments.
Mr. Rosário holds a Master of Applied Science from Deakin University, Australia. He is committed to advancing equitable and quality education through innovation, partnership, and regional cooperation.
