Innovators SEAL Advances Data-Informed Leadership in Philippine Higher Education

QUEZON CITY, Philippines — SEAMEO INNOTECH conducted the Innovators SEAL: Future-Ready Data Skills for Smarter Higher Education Systems in the Philippines, bringing together 44 leaders and representatives from higher education institutions across the country to strengthen their capacity to use data in planning, decision-making, and quality assurance. 

Implemented in partnership with the Commission on Higher Education (CHED), the 12-day program equipped participants with practical knowledge and analytical skills to support more informed, evidence-based decision-making in higher education. Throughout the program, participants explored the strategic role of data in institutional planning and examined how data can be used to strengthen institutional performance and improve higher education systems. 

The learning journey covered key areas of data literacy and analytics, including data governance and ethics, the fundamentals of higher education analytics, the data management cycle, and descriptive analytics and predictive modeling for student success. Through these sessions, participants gained hands-on experience in transforming institutional data into meaningful and actionable insights. 

The program opened with a message from SEAMEO INNOTECH Centre Director Dr. Majah-Leah V. Ravago, who encouraged participants to harness the power of data in shaping smarter and more responsive higher education systems. Day 1 also featured Dr. Arturo J. Patungan Jr., who introduced the strategic role of data in higher education planning, decision-making, and quality assurance. 

Through Innovators SEAL, SEAMEO INNOTECH continues to empower higher education leaders with future-ready data and analytics skills that support informed decision-making and drive innovation in Philippine higher education.
