QUEZON CITY, Philippines — SEAMEO INNOTECH conducted a learning design validation workshop on 2 September 2026 for the Parent Education Program (PEP) under its Digital Technology for Education of Parents (DT4E/Parents) initiative. The workshop brought together the Centre’s learning design, research, technical, and dissemination teams to review how existing DT4E/Parents resources can support practical and adaptable learning experiences for parents and caregivers across Southeast Asia.
The proposed PEP follows a competency-led learning journey organized into three modules: I Learn, which develops parents’ foundational digital competencies; I Protect, which strengthens their ability to protect children and manage digital risks; and I Empower, which equips parents to become better learning partners as children use technology to learn, create, collaborate, participate, and solve problems.
The learning design recognizes that parents have different levels of digital experience, access to technology, family contexts, and available time. Rather than assuming digital expertise, the program is designed around practical activities that can help parents build the knowledge, skills, judgment, and confidence needed to make informed decisions and support their children’s learning, wellbeing, participation, and safety in digital environments.
The validation also examined how INNOTECH’s existing DT4E/Parents resources can be used more effectively within the program. Developed across two project phases, these include infographics, short-form videos, podcasts, and selected materials translated into Bahasa Melayu and Filipino, covering digital literacy, online safety, parental mediation, children’s wellbeing, and parents’ roles as learning partners.
During the workshop, participants recommended activity-based and participatory approaches, simple assessment methods, flexible facilitator guidance, and greater emphasis on transferable digital skills rather than specific platforms. Discussions also considered how the DT4E website and communication materials can make the program and its resources more accessible and relevant to parents, schools, and other potential users.
The recommendations generated during the workshop will inform revisions to the PEP learning design before further validation and the development of the facilitator’s guide. Through DT4E/Parents, SEAMEO INNOTECH continues to develop practical learning resources that strengthen parents’ capacities to guide children toward safe, responsible, and increasingly independent participation in the digital world.
