QUEZON CITY, Philippines — On 21–22 July 2026, SEAMEO INNOTECH participated in the Strategic Foresight for the Futures of Philippine Higher Education: A Stakeholder Consultation Workshop, organized by the Commission on Higher Education (CHED) at Seda Vertis North, Quezon City. The two-day workshop brought together education leaders, policymakers, and key stakeholders to help shape the Higher Education Development Fund (HEDF) 10-Year Priority Investment Plan through strategic foresight, collaborative dialogue, and consensus-building.
On the first day, Dr. Juan Robertino Macalde, Manager of the Learning Development and Management Office, and Mr. Marvin Dominic B. Buena, Senior Associate of the Teacher Quality Development Unit, represented SEAMEO INNOTECH and delivered a presentation during the session, “Expert Perspectives on the Futures of Higher Education Development.” Participants examined six global transformation drivers shaping higher education, namely artificial intelligence, demographics, innovation, sustainability, connectivity, and lifelong learning. Through breakout discussions and collective sensemaking activities, stakeholders explored their implications for Philippine higher education and identified opportunities for ASEAN collaboration.
On the second day, participants translated these insights into actionable strategies through scenario analysis, multi-stakeholder discussions, and a wind-tunneling exercise that tested proposed strategic priorities against multiple future scenarios. These activities helped refine strategic recommendations for the HEDF 10-Year Priority Investment Plan while building consensus around a shared vision for the future of Philippine higher education.
