UNESCO AI Literacy Training Strengthens Responsible AI Use in Philippine Public Service

QUEZON CITY, Philippines — SEAMEO INNOTECH hosted the UNESCO AI Literacy for Philippine Civil Servants training on 25–26 June 2026, bringing together 40 participants from government agencies and partner institutions to strengthen artificial intelligence (AI) literacy and promote its responsible, ethical, and accountable use in public service. 

Funded by the European Union, the training convened representatives from the Department of Science and Technology (DOST), Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Commission on Higher Education (CHED), Philippine Civil Service Commission (CSC), Development Academy of the Philippines (DAP), UNESCO National Commission of the Philippines (UNACOM), and SEAMEO INNOTECH. Through interactive sessions, participants explored the fundamentals of AI, responsible AI use, ethics, governance, and public accountability. 

The program was delivered by an international and regional team from UNESCO’s AI Experts Without Borders Network, including Dr. Chanty Pisal, Director for Digital and Innovation Policy Research at the Institute for Digital Research and Innovation (IDRI), Cambodia Academy of Digital Technology, and Dr. Bonpagna Kann of the Cambodia Academy of Digital Technology. Co-facilitated by experts from UNESCO and SEAMEO INNOTECH, the training encouraged participants to examine how AI can be applied meaningfully, responsibly, and ethically in government and education. 

By strengthening AI literacy among civil servants, the program reinforced the importance of placing people, ethics, and accountability at the center of digital transformation. As AI continues to shape the way institutions work and serve communities, initiatives such as this help build the knowledge and capacities needed to support a more ethical, inclusive, and human-centered future for public service.
