Advancing Inclusive Learning for Out-of-School Youth in Southeast Asia | OOSCY 2026

SEAMEO INNOTECH joined regional partners at the Southeast Asian Out-of-School Children and Youth (OOSCY) Workshop last 25 February 2026 in Bangkok, Thailand, under the theme “Out-of-School Children and Youth Country Case Studies and Thematic Papers Convening 2026.” The gathering brought together education leaders and researchers across Southeast Asia to share insights and collaborative strategies that address the needs of out-of-school children and youth.
Representing the Centre, Dr. Sherlyne A. Almonte-Acosta, Head of the Education Policy Advocacy and Research Unit, and Racel Ivy Francisco, Senior Project Associate, presented the research progress on the Philippine Case Study on the Governance of the Alternative Learning System (ALS)—highlighting the Philippines’ ongoing efforts to strengthen inclusive and flexible learning pathways for learners who are outside the formal education system.
