OFFICER
TERMS OF REFERENCE
I. JOB SUMMARY
Provide technical expertise and support in the planning, development, implementation, monitoring, and evaluation of LPU programs, projects, and activities such as policy review, contracts management, and compliance with relevant laws, standards, policies, rules, and regulations to ensure institutional effectiveness and efficiency in achieving the Centre’s mission and vision.

- Provision of comprehensive technical support in the planning, design, implementation, monitoring, and documentation of activities and undertakings related to legal and policy affairs and contracts management, ensuring compliance with applicable laws, standards, policies, rules, and regulations of the Centre, SEAMEO, the host country, and the INNOTECH Enabling Instrument, in accordance with established Centre policies, procedures, standards, and requirements.
- Accurate, timely, and systematic updating, organization, maintenance, and processing of LPU files, records, and documents to ensure accessibility, integrity, and reliability of information.
- Actions contributory to positive satisfaction from partners/stakeholders for all LQMO/ LPU programs and projects, particularly those related to legal, policy, planning, and quality assurance management.

III. DUTIES AND RESPONSIBILITIES
1. Provide leadership, guidance, and supervision to the Unit and its staff in the performance of their functions towards achieving LPU’s objectives.
2. Provide support to the Senior Officer in the drafting, review, and management of contracts, agreements, and policy documents of the Centre including the following:

- Review and update relevant Centre guidelines and policies on legal and contract management concerns;

- draft, review, and finalize identified legal and policy documents of the Centre; and

- ensure proper filing, maintenance, safekeeping, and custody of office legal documents.

3. Conduct legal and policy research and prepare initial drafts of legal documents, opinions, memoranda, and policy instruments of the Centre.
4. Provide assistance to Centre units / offices on issues and concerns that may require legal inputs and advice, as may be necessary or assigned.
5. Provide support in staff training or awareness sessions, in coordination with the Human Resource and Organizational Development Unit of the Centre Support Office, on institutional policies concerning legal matters and compliance.
6. Provide comprehensive technical secretariat support for the conduct of Management Committee meetings, including consolidation of materials, coordination of attendance, recording of minutes, and monitoring of action items and follow-through.
7. Perform other related tasks that may be assigned by the LPU Senior Officer and / or the Centre Director.
III. QUALIFICATIONS
Educational Attainment

Completion of Law Degree (LLB or Juris Doctor) from a duly recognized/ accredited institution of higher learning; and

with a valid license to practice law in the Philippines;

Work Experience
-

-
-
At least 3 years of relevant work experience (in the practice of law), preferably with exposure to inter-organization coordination, NGOs and/or the public sector.
