SENIOR ASSOCIATE – Publications and Information Unit

TERMS OF REFERENCE 

I. JOB SUMMARY 

Provision of technical support and inputs in the development, planning, and implementation of programs, projects, and activities on knowledge and information services of the Unit, with focus on the management and operations of the INNOTECH Knowledge Resource Centre (KRC) and provision of library and archival services. Includes acquisition, organization and maintenance of the Centre’s library collection and related initiatives in support of the Centre’s role as a specialized knowledge hub on educational innovation and technology.

II. ACCOUNTABILITY STATEMENTS

      1. Provision of technical inputs towards planning and implementation of knowledge management initiatives involving institutional partners, stakeholders, and interlibrary cooperation agreements in accordance with the Centre policies, procedures, standards, and requirements.

      2. Coordination and technical leadership in the establishment and maintenance of a functional and active knowledge and information network among Centre partner institutions;

      3. Maintenance and management of an up-to-date, responsive, and relevant library collection, spaces, systems/processes/services, and records;

      4. Timely provision of accurate data search and reference services to Centre staff and clients;

      5. Protection of the Centre’s intellectual property (IP) and other knowledge assets following the Centre and internal conventions, policies, procedures, standards, and requirements for IP.

III. DUTIES AND RESPONSIBILITIES 

1. Knowledge Management and Information Sharing

          • Assist in promoting and disseminating INNOTECH publications and information materials to educational institutions, research Centers, bookstores, and libraries;
          • Serve as an information resource provider in the maintenance and upkeep of the Centre’s data resources including those disseminated through the Centre’s website/learning portal;

2. Information Services

            • Coordinate selection and acquisition of relevant print, non-print, and digital library resources and oversee the administrative processes relating to its acquisition (purchasing/ordering/subscription/renewal);
            • Develop, monitor, and maintain the Centre’s library collection and physical spaces (e.g., Makerspace and Interactive library areas; ensure that the collection and spaces are updated, responsive, and in good physical condition (i.e., inventory and collection/space maintenance);
            • Prepare/update of the collection development policy of the KRC;
            • Plan and coordinate the implementation and review of knowledge management, networking, and information projects and activities of the KRC; facilitate provision of reference, circulation, and information services to Centre staff and client organization(s);
            • Provide assistance to Centre specialists and staff, including external clients in the conduct of data and web research, Intellectual Property (IP) assistance, and other related bibliographic services; and
            • Prepare Current Awareness Services of the KRC (library display, bulletin boards, newsletters, bibliography list, etc.), as well as library orientation to clients.

3. Stakeholder Management

            • Coordinate and implement the establishment and maintenance of a functional and active knowledge and information network among Centre partner institutions; and
            • Establish, manage, and maintain library linkages, networks, and interlibrary agreements with partner institutions, information Centers, innovation hubs, and local and regional maker spaces.

4. Perform other related tasks that may be assigned.

III. QUALIFICATIONS 

Educational Attainment

        1. Completion of an appropriate baccalaureate degree from a duly recognized institution of higher learning, preferably with a master’s degree.

Work Experience

        1. Up to 3 years of relevant experience/training (with 18 units toward master’s degree).

        2. Up to 5 years of relevant experience/training (if without 18 units toward master’s degree).
