SENIOR ASSOCIATE – Publications and Information Unit
TERMS OF REFERENCE
I. JOB SUMMARY
Provision of technical support and inputs in the development, conceptualization, and design of information and communication materials produced for and by the Centre in both print and electronic formats, including implementation of programs and projects related to information and dissemination services and functions of the unit.
II. ACCOUNTABILITY STATEMENTS

- Provision of technical inputs in the production, processing, and dissemination of Centre web-based and analog information materials through various audiences and categories of users.
- Centre products, services, and capabilities strategically disseminated through various information platforms and channels.
- Timely delivery of information services to Centre’s stakeholders and constituents.
- Technical support in the management and maintenance of information resources for maximal reach/utility among users.
- Provision of logistical and technical support to the implementation of PIU programs, projects, and activities in accordance with approved timelines and the Centre’s quality assurance standards.
- Management and maintenance of internal and external (including outsourced) partners in the delivery of publication and information services.
- Other accountabilities as reflected in the Performance Development and Management System (PDMS) Contract.

III. DUTIES AND RESPONSIBILITIES
1. Publications and Documentation

- Conceptualize, design, and develop information materials for publication and presentation in both print and online formats. Tasks include writing, editing, proofreading, layout, design, graphics/artwork, citation check, press work, and repurposing of existing knowledge products based on audience needs;
- Provide technical leadership in adhering and complying with the Centre’s branding, communication, and style guide for internally and externally produced knowledge products.
- Conduct documentation work and prepare reports for assigned programs, projects, and activities implemented by the unit, including requests made by other program offices;
- Design infographics and other information and communication materials in support of the Centre’s reports, publications, and presentations;
- Coordinate and implement publication and documentation projects, programs, and activities following the Centre’s quality management requirements;
- Manage, maintain, and coordinate with the unit’s outsourced service providers for all publication and information-related services and needs;
- Perform related task/s that may be assigned.

2. Dissemination

- Contribute to the unit’s strategic dissemination of projects and activities using a variety of audience-specific approaches, including publications, workshops, conferences, webinars, social media, as well as seeking other new and innovative approaches to dissemination and promotion of the Centre’s knowledge assets.
- Develop and implement effective communication strategies that build customer loyalty programs, brand awareness, and customer satisfaction for disseminated knowledge product.
- Provide technical assistance in monitoring and evaluating dissemination activities and programs through generated analytics and set metrics.

3. Information Services

- Implement and deliver assigned job requests and information management-related projects and activities within agreed timelines and quality standards and specifications.
- Collect and organize client feedback and comments for continuous improvements of Centre materials;
- Provide technical support and inputs in the further improvement and management of the unit’s information systems, platforms, websites, social media accounts, and databases.
- Assist in relationship building for strategic and operational partnerships, and networking among partner institutions for knowledge sharing.

III. QUALIFICATIONS
Educational Attainment

Completion of an appropriate baccalaureate degree from a duly recognized institution of higher learning, preferably with a master’s degree.

Work Experience

Up to 3 years of relevant experience/training (with 18 units toward master’s degree).

Up to 5 years of relevant experience/training (if without 18 units toward master’s degree).
