TERMS OF REFERENCE
I. JOB SUMMARY
- Lead and enhance SEAMEO INNOTECH’s corporate communications, branding, and institutional positioning under the Office of the Centre Director. The role involves developing and executing integrated communication strategies, ensuring consistency in brand identity and messaging across all platforms, and strengthening the Centre’s visibility and reputation. It also includes cultivating and managing strategic partnerships—particularly with media and key external stakeholders—to amplify the Centre’s voice and extend its reach. All initiatives are aligned with INNOTECH’s mandate and its Five-Year Development Plan (FYDP), supporting coherent public engagement and stakeholder relations.

- Establishment and management of a coherent and effective corporate communications and institutional branding framework, fully aligned with the Five‑Year Development Plan (FYDP) and the strategic direction of the Centre Director.
- Strengthen the Centre’s institutional image, brand identity, and reputation and ensure that they are consistently upheld across all communication platforms and stakeholder interactions.
- Development and management of strategic partnerships and external relations that result in enhanced institutional visibility, credibility, and increased advancement of the Centre’s mandate.
- Proactive and effective management of media relations and public affairs on behalf of the Centre Director, ensuring timely, accurate, and strategic official communications, positive media engagement, and coordinated responses to reputational or complex situations.
- Management of the corporate communication initiatives ensuring effectiveness through systematic measurement, analysis, and improvement based on the established key performance indicators and regular evidence‑based reporting.

III. DUTIES AND RESPONSIBILITIES
1. Develop and implement the Centre’s corporate communication strategy in support of the Five‑Year Development Plan (FYDP) and rebranding initiatives, ensuring that all institutional messaging reflects the Centre Director’s strategic vision and the Centre’s mandate.
2. Manage and safeguard the Centre’s brand identity, including visual identity guidelines, key messaging frameworks, and tone of voice, to ensure consistency and coherence across all internal and external communications.
3. Coordinate with the Knowledge Management and Product Office (KMPO) in the development, review, and production of corporate communication materials, including press releases, official statements, website content, social media posts, newsletters, brochures, video scripts, and annual reports.
4. Serve as the focal point of the Office of the Centre Director for public affairs and institutional messaging, ensuring that official Centre communications are timely, accurate, and strategically positioned.
5. Develop and manage strategic partnerships with media organizations and amplification platforms to strengthen the Centre’s visibility, extend message reach, and enhance public engagement.
6. Organize, coordinate, and facilitate high‑level partnership meetings, events, and official engagements on behalf of the Centre Director.
7. Establish and maintain working relationships with key national and international media; manage media inquiries and coordinate press engagements involving the Centre, the Centre Director, and Centre officials.
8. Develop and implement the Centre’s annual communication plan, ensuring alignment with organizational priorities and strategic objectives, in close coordination with the Knowledge Management and Product Office (KMPO) and the Strategic and Development Office.
9. Lead the coordination of the Centre’s communication responses to reputational or emerging issues, ensuring timely, accurate, and well-aligned messaging, in close coordination with KMPO and the Strategic and Development Office.
10. Design and implement a monitoring and evaluation framework for corporate communication initiatives, including the identification and tracking of key performance indicators related to public image, media exposure, and stakeholder engagement.
11. Prepare and submit regular reports on communication and partnership activities, including periodic updates and a comprehensive annual report summarizing outcomes, impact, and lessons learned following the Centre’s requirement.
12. Prepare and integrate a comprehensive communication strategy as a dedicated chapter of the Five‑Year Development Plan (FYDP).
13. Perform other related functions and responsibilities as may be assigned by the Centre Director.
