I. JOB SUMMARY
Design, manage and evaluate the pilot implementation of the big, high-level, complex and multi-component learning and development programs and projects.

- Monitor and evaluate pilot programs for continuous improvement and when needed, conduct impact evaluation of existing programs

III. DUTIES AND RESPONSIBILITIES

- Lead in the development of LNA design; conduct of learning needs assessment using appropriate methodologies; analysis of the learning needs and preparation of LNA reports.
- Conduct and analyze research and engage the SLDU staff in understanding the trends in training development to ensure learning and development programs and tools remain relevant and incorporate best practices in the field.
- Develop concept papers, project proposals, risk assessment, and business development documents for submission to funding agencies and in response to requests from prospective clients.
- Develop macro/micro learning design based on the LNA results; learning contents and identify appropriate tools to use for a variety of delivery platforms.
- Lead in the development of learning modules and other instructional materials (applied either face to face, blended, or online) and associated components & other multi-media components, including videos, instructional graphics, visual assets, and user interface, collaborating with external consultants as needed.
- Organize and implement the assigned training and development programs for pilot testing; facilitate virtual, blended, and face-to-face training as may be assigned and act as a resource person on specific areas of competence.
- Implement project level M & E to determine effectiveness and implement continuous improvements of the learning and development programs, including the preparation of quality training/project mid-term/terminal reports.
- Assist the Senior Specialist in monitoring the delivery of individual member commitments of the SLDU programs and projects and provide inputs in the performance of other SLDU staff, other unit staff, and partners who served as member/s of assigned learning program/s.
- Manage the portfolio of contracts with external service providers of the assigned projects and introduce changes to the TOR as needed.
- Prepare the budget needed for the course development and pilot implementation.
- Lead in coordinating with individuals, public and private sector institutions, government agencies, funding organizations, and other stakeholders involved in supporting the learning and development programs; and
- Perform other related tasks that may be assigned.

III. QUALIFICATIONS
Educational Attainment

- Completion of a bachelor’s degree, preferably with a Master’s degree from a duly recognized/accredited institution of higher learning

Work Experience

- Up to 5 years of relevant experience/training (with master’s degree).
- Up to 7 years of relevant experience/training (if without master’s degree).
