Southeast Asia Primary Learning Metrics: Curriculum Assessment and Review

SEAMEO INNOTECH in collaboration with UNICEF is developing a common set of tools and protocols for Southeast Asian countries to measure the learning outcomes of children of primary school age. These tools and protocols will provide the evidence base for policies and practice that can improve education quality and assists UNCEF’s work in the East Asia and Pacific Region.

The Center through its Research Studies Unit (RSU) collaborated with the Australian Council for Education Research (ACER) to lead the review on learning metrics introduced and participated by the SEAMEO member countries.

RSU conducted the following research activities under Component 1 of the project: desk review of SEA national curriculum at primary level particularly the learning objectives of curriculum outcomes; compilation of comparable grade level curriculum learning objectives and outcomes. ACER conducted research activities under Component 2: desk review of the SEAMEO member countries Primary Learning Metrics, innovative approaches, issues and lessons learned, and manning of Learning Outcomes introduced in SEA. The Final Report on these research activities was completed and submitted to UNICEF EAPRO in October 2013.
