Education leaders from the Philippines and abroad highlighted the importance of cross-sector collaboration, data transparency, and evidence-based policymaking in addressing the country’s learning crisis during the INNOTECH Seminar Series organized by SEAMEO INNOTECH and the University of the Philippines Center for Education and Development. Under the theme, “Regional Forum on Education and Learning: Education for Development? Conversations on the EDCOM 2 Reports,” speakers emphasized that learning challenges are closely linked to issues in health, nutrition, learner welfare, and early childhood development, requiring coordinated action across sectors and levels of government. Drawing on findings from the Second Congressional Commission on Education (EDCOM 2), the forum underscored the value of accessible education data and research-informed reforms in diagnosing systemic issues and guiding effective interventions. Despite persistent challenges, participants expressed optimism that stronger collaboration and sustained commitment to evidence-based solutions can improve learning outcomes and create better opportunities for Filipino learners.
